At the present time, $750,000 is appropriated each year from the Nursing Dedicated and Professional Fund to the Department of Public Health for nursing scholarships. HB7029 would increase this total to $1.2 million. This is an increase of $450,000. Based on department projections, the Fund will encounter deficits beginning September 2005. DPR introduced an emergency rule change to JCAR last month. The emergency rule resulted in an increase in RN and LPN renewal fees. This will generate $3.5 million in new revenue for the Fund. With approval of the fee increase, the $450,000 of new scholarships can be covered. Without approval, the additional expenditure for the new scholarships would exhaust the Fund in August 2005. |
