Synopsis As Introduced
Amends the Early Intervention Services System Act. Provides that a "developmental delay" means a delay of 30% or more below the mean in function in one or more areas of childhood development (rather than authorizing the Department of Human Services to define the extent of the delay by rule). Requires that interagency agreements under the Act ensure that early intervention services are considered to be covered medical services for purposes of the Medicaid Healthy Kids Program. Effective immediately.

Deletes everything after the enacting clause. Amends the Early Intervention Services System Act. In the definition of "developmental delay", provides that for FY 2004, the term means a delay of 30% or more below the mean in function in one or more areas of childhood development; for FY 2005, a delay of 20% or more below the mean; and for FY 2006 and thereafter, a delay of 10% or more below the mean. Effective immediately.

Senate Floor Amendment No. 1
Adds reference to:
325 ILCS 20/13.50

Provides that "developmental delay" means a delay of 30% or more below the mean in function in one or more of the designated areas of childhood development (instead of a delay of 30% or more from July 1, 2003 through June 30, 2004; a delay of 20% or more from July 1, 2004 through June 30, 2005; and a delay of 10% or more on and after July 1, 2005). Further amends the Early Intervention Services System Act to provide that the term of the Early Intervention Legislative Advisory Committee is for a period of 4 (instead of 2) years.
