Synopsis As Introduced
Amends the Illinois Vehicle Code. Makes various changes in the wording and arrangement of provisions concerning disabled veterans' license plates. Provides that any veteran who holds proof of a service-connected disability from the United States Department of Veterans Affairs whose degree of disability has been declared to be 50% or more, but is statutorily ineligible for a plate or decal for persons with disabilities, may obtain a special registration plate without the international symbol of access. Provides that the design and color of such plates shall be within the discretion of the Secretary, except that plates may not contain the international symbol of access if issued to veterans who are statutorily ineligible for disability plates or decals. Adds references to these changes concerning disabled veterans' license plates to the Section concerning parking privileges for persons with disabilities. Effective September 1, 2011.

Adds reference to:
625 ILCS 5/3-104from Ch. 95 1/2, par. 3-104

Replaces everything after the enacting clause. Amends the Illinois Vehicle Code. Provides that prior to issuance of a certificate of title, a homemade trailer must be inspected by a Secretary of State employee (instead of by a Secretary of State investigator). Provides that any veteran who holds proof of a service-connected disability from the United States Department of Veterans Affairs and whose degree of disability has been declared to be 50% or more, but whose disability does not qualify the veteran for a plate or decal under the Section of the Code concerning plates for persons with disabilities, may without payment of fees apply for a special Disabled Veterans registration plate that does not display the international symbol of access. Provides that the design and color of Disabled Veterans plates shall be within the discretion of the Secretary, with exceptions. Provides that parking privileges for disabled veterans shall extend only to those veterans whose registration plates display the international symbol of access. Effective January 1, 2013.
