Synopsis As Introduced
Amends the Good Samaritan Act. Provides that any person, who is not an emergency responder, who in good faith provides care or assistance at the scene of an emergency without fee or compensation to any person shall not, as a result of his or her act or omissions, except willful and wanton misconduct on the part of the person in providing the care or assistance, be liable to a person to whom such care or assistance is provided for civil damages. Effective immediately.

House Committee Amendment No. 1
Replaces the provisions amending the Good Samaritan Act with provisions stating that a person (except as otherwise specified) who in good faith provides care, assistance, or emergency equipment to a person at the scene of an emergency that necessitates the evacuation of a building is not, as a result of his or her acts or omissions, except willful and wanton misconduct on the part of the person in providing the care, assistance, or equipment, liable to a person to whom such care, assistance, or equipment is provided for civil damages. States that the new provisions do not apply to a person who receives a fee or compensation specifically for the care, assistance, or emergency equipment.

House Floor Amendment No. 2
Replaces everything after the enacting clause with provisions similar to the bill as amended. Provides that any person who in good faith provides emergency care, without fee or compensation, to any person at an emergency that necessitates a building evacuation shall not, as a result of his or her acts or omissions, except willful and wanton misconduct on the part of the person in providing the emergency care, be liable to a person to whom such emergency care is provided for civil damages. These provisions apply to causes of action accruing on or after the effective date. Effective immediately.
