AMENDMENT TO SENATE BILL 1859

2    AMENDMENT NO. ______. Amend Senate Bill 1859 by replacing
3everything after the enacting clause with the following:
 
4    "Section 1. Short title. This Act may be cited as the
5Climate Displacement Task Force Act.
 
6    Section 5. Purpose. The purpose of this Act is to ensure
7Illinois proactively plans for climate-driven displacement by
8identifying future resource needs, supporting community
9resilience, and developing policies in collaboration with
10residents, advocates, and industry stakeholders. With rising
11global water levels and more extreme weather events, states
12like Illinois will see an increase in the number of people
13relocating to escape these situations, which may include: (i)
14an influx of people from areas outside of Illinois facing
15greater threats, which can put strain on existing resources,
16(ii) increasing impacts on current Illinois residents, which

1may lead to a need to relocate within Illinois and even within
2smaller geographies, or (iii) both. The State of Illinois has
3a responsibility to analyze the State's future needs and to
4ensure the resilience of resources. As a result, the State of
5Illinois must adequately prepare to make robust policy
6suggestions in consultation with residents, advocates, and
7industry.
 
8    Section 10. Appointments. Members of the Task Force must
9be appointed no later than 60 days after the effective date of
10this Act. If a vacancy occurs on the Task Force, it shall be
11filled according to the guidelines of the initial appointment.
12These guidelines might include consultation with relevant
13stakeholders, adherence to diversity and equity principles,
14and consideration of expertise in climate displacement. At the
15discretion of the Chairperson and Vice-Chairperson, additional
16individuals may be appointed as voting members in the meetings
17of the Task Force, provided they have relevant expertise or
18experience in addressing climate displacement, building
19community resilience, or related fields. The qualifications
20for the appointments shall be documented and made publicly
21available.
 
22    Section 15. Duties. The Climate Displacement Task Force is
23created to make findings and recommendations regarding climate
24displacement within this State. An initial report delineating

1the Task Force's findings, conclusions, and recommendations
2shall be submitted to the General Assembly no later than June
330, 2026.
4    Once the initial voting members have been appointed, the
5Task Force shall meet not less than once each quarter
6following the effective date of this Act to carry out the
7duties prescribed in this Act.
 
8    Section 20. Membership. The Task Force shall consist of
9the following voting members:
10        (1) the Governor or his or her designee;
11        (2) 4 members of the General Assembly:
12            (A) one member, who shall serve as Chairperson,
13        appointed by the Speaker of the House of
14        Representatives;
15            (B) one member, who shall serve as
16        Vice-Chairperson, appointed by the President of the
17        Senate;
18            (C) one member appointed by the Minority Leader of
19        the Senate;
20            (D) one member appointed by the Minority Leader of
21        the House of Representatives;
22        (3) the Director of the Illinois Environmental
23    Protection Agency or the Director's designee;
24        (4) the Director of Public Health or the Director's
25    designee;

1        (5) the Secretary of Human Services or the Secretary's
2    designee;
3        (6) the Director of the Illinois Emergency Management
4    Agency and Office of Homeland Security or the Director's
5    designee;
6        (7) one representative from labor organizations,
7    appointed by the Governor;
8        (8) one representative from community-based
9    organizations working on affordable housing or
10    transportation or other essential services, appointed by
11    the Governor;
12        (9) one representative from immigrant rights
13    organizations, appointed by the Governor;
14        (10) one representative from environmental justice
15    organizations, appointed by the Governor;
16        (11) one representative from academic institutions
17    with experience in urban planning, appointed by the
18    Governor; and
19        (12) any other additional members appointed under
20    Section 10.".
