AMENDMENT TO SENATE BILL 1559

2    AMENDMENT NO. ______. Amend Senate Bill 1559, AS AMENDED,
3by replacing everything after the enacting clause with the
4following:
 
5    "Section 5. The Department of Transportation Law of the
6Civil Administrative Code of Illinois is amended by changing
7Section 2705-210 as follows:
 
8    (20 ILCS 2705/2705-210)  (was 20 ILCS 2705/49.15)
9    Sec. 2705-210. Traffic control and prevention of crashes.
10    (a) The Department has the power to develop, consolidate,
11and coordinate effective programs and activities for the
12advancement of driver education, for the facilitation of the
13movement of motor vehicle traffic, and for the protection and
14conservation of life and property on the streets and highways
15of this State and to advise, recommend, and consult with the
16several departments, divisions, boards, commissions, and other

1agencies of this State in regard to those programs and
2activities. The Department has the power to aid and assist the
3counties, cities, towns, and other political subdivisions of
4this State in the control of traffic and the prevention of
5traffic crashes. That aid and assistance to counties, cities,
6towns, and other political subdivisions of this State shall
7include assistance with regard to planning, traffic flow,
8light synchronizing, preferential lanes for carpools, and
9carpool parking allocations.
10    (b) To further the prevention of crashes, the Department
11shall conduct a traffic study following the occurrence of any
12crash involving a pedestrian fatality that occurs at an
13intersection of a State highway. The study shall include, but
14not be limited to, consideration of alternative geometric
15design improvements, traffic control devices, and any other
16improvements that the Department deems necessary to reduce
17traffic crashes and fatalities at the location. The Department
18shall make the results of the study available to the public on
19its website.
20        (1) As part of the study, the Department shall
21    identify trends, patterns, and correlations including, but
22    not limited to, trends, patterns, and correlations
23    associated with the occurrence of fatal or serious injury
24    traffic crash outcomes in pedestrians and bicyclists
25    population groups.
26        (2) If appropriate, the Department shall conduct

1    analyses and identify potential actions to increase
2    traffic safety, which may include, but are not limited to,
3    modifications to street design and infrastructure.
4        (3) In conducting analyses and in identifying
5    potential actions, the Department shall coordinate with
6    any other department, agency, or organization deemed
7    relevant by the Department.
8        (4) The Department shall make the reports of the
9    analyses and results of the study available to the public
10    upon request.
