| 1 | AMENDMENT TO HOUSE BILL 2418 | ||||||
| 2 | AMENDMENT NO. ______. Amend House Bill 2418 by replacing | ||||||
| 3 | everything after the enacting clause with the following: | ||||||
| 4 | "Section 1. Short title. This Act may be cited as the | ||||||
| 5 | Commission on Youth Sports Act. | ||||||
| 6 | Section 5. Commission on Youth Sports; purpose; duties. | ||||||
| 7 | (a) The Commission on Youth Sports is created. | ||||||
| 8 | (b) The purpose of the Commission is to gather and | ||||||
| 9 | evaluate community feedback and make recommendations to the | ||||||
| 10 | Governor, the General Assembly, and the Department of Human | ||||||
| 11 | Services concerning the following: | ||||||
| 12 | (1) the creation of equitable, safe, and sustainable | ||||||
| 13 | access for youth across this State to participate in | ||||||
| 14 | sports that meet their skills and match their interests; | ||||||
| 15 | (2) the expansion and integration of positive youth | ||||||
| 16 | development in youth sports; and | ||||||

| |||||||
| 1 | (3) the promotion, development, expansion, hosting, | ||||||
| 2 | and fostering of youth sports, youth sports programs, and | ||||||
| 3 | youth sporting events and tournaments throughout this | ||||||
| 4 | State. | ||||||
| 5 | (c) The recommendations made by the Commission shall focus | ||||||
| 6 | generally on the creation, promotion, and encouragement of | ||||||
| 7 | sports-based youth development. The recommendations reported | ||||||
| 8 | by the Commission to the Governor, the General Assembly, and | ||||||
| 9 | the Department of Human Services shall include, but shall not | ||||||
| 10 | be limited to, the following objectives: | ||||||
| 11 | (1) to support workshops, trainings, and conferences | ||||||
| 12 | that promote positive youth development through sport; | ||||||
| 13 | (2) to connect public, private, local, and State | ||||||
| 14 | entities to generate funding for youth sports programs and | ||||||
| 15 | to facilitate the communication of information statewide | ||||||
| 16 | about youth sports programs and events; | ||||||
| 17 | (3) to promote the equitable participation of | ||||||
| 18 | community youth sports programs; | ||||||
| 19 | (4) to encourage the inclusion and participation of | ||||||
| 20 | persons with disabilities in youth sports and youth sports | ||||||
| 21 | programs; and | ||||||
| 22 | (5) to encourage the inclusion and participation of | ||||||
| 23 | persons from historically disadvantaged communities in | ||||||
| 24 | youth sports and youth sports programs. | ||||||
| 25 | Section 10. Membership. | ||||||

| |||||||
| 1 | (a) The Commission shall include the following members: | ||||||
| 2 | (1) one or more member of the Senate appointed by the | ||||||
| 3 | President of the Senate, subject to the provisions of | ||||||
| 4 | subsection (b); | ||||||
| 5 | (2) one or more member of the Senate appointed by the | ||||||
| 6 | Minority Leader of the Senate, subject to the provisions | ||||||
| 7 | of subsection (b); | ||||||
| 8 | (3) one or more member of the House of Representatives | ||||||
| 9 | appointed by the Speaker of the House of Representatives, | ||||||
| 10 | subject to the provisions of subsection (b); | ||||||
| 11 | (4) one or more member of the House of Representatives | ||||||
| 12 | appointed by the Minority Leader of the House of | ||||||
| 13 | Representatives, subject to the provisions of subsection | ||||||
| 14 | (b); | ||||||
| 15 | (5) one member appointed by the Governor representing | ||||||
| 16 | the Governor's Office; and | ||||||
| 17 | (6) the following members appointed by the Governor as | ||||||
| 18 | follows: | ||||||
| 19 | (A) 2 people with experience running or coaching a | ||||||
| 20 | nonprofit organization whose mission is to leverage | ||||||
| 21 | sport for youth development; | ||||||
| 22 | (B) 2 people with experience in the development of | ||||||
| 23 | policies or the funding or evaluation of programs that | ||||||
| 24 | elevate underserved youth; | ||||||
| 25 | (C) one person with experience in adaptive sports | ||||||
| 26 | programming; | ||||||

| 1 | (D) one person with experience coaching or | ||||||
| 2 | administering youth sports programs for one or more | ||||||
| 3 | school sports teams or sports club; | ||||||
| 4 | (E) one person who is a parent or caregiver of a | ||||||
| 5 | child who participates in sports programming; | ||||||
| 6 | (F) one person with experience training coaches in | ||||||
| 7 | positive youth development; and | ||||||
| 8 | (G) one representative of a school athletic | ||||||
| 9 | association in this State or a physical education | ||||||
| 10 | teacher. | ||||||
| 11 | (b) More than 4 members of the General Assembly may be | ||||||
| 12 | appointed to serve on the Commission if the number of members | ||||||
| 13 | appointed at any time, except in the case of a vacancy, equally | ||||||
| 14 | represent the majority and minority caucus of each chamber. | ||||||
| 15 | (c) The Governor shall select the chairperson of the | ||||||
| 16 | Commission from among the appointed members. | ||||||
| 17 | Section 15. Terms; meetings; support; expenses. | ||||||
| 18 | (a) Each member of the Commission shall be appointed for a | ||||||
| 19 | 2-year term and until the member's successor is appointed. The | ||||||
| 20 | Governor may stagger the members' terms to ensure continuity | ||||||
| 21 | in the performance of the Commission's responsibilities. | ||||||
| 22 | (b) The Commission shall meet initially no later than 90 | ||||||
| 23 | days after all of the members of the Commission listed in | ||||||
| 24 | subsection (a) of Section 10 are appointed, and at least | ||||||
| 25 | quarterly thereafter, at the times and places in this State | ||||||

| 1 | that the Commission designates. | ||||||
| 2 | (c) The Department of Human Services shall provide | ||||||
| 3 | administrative and other support to the Commission. The | ||||||
| 4 | Department may designate a third party to provide | ||||||
| 5 | administrative support in a paid or volunteer capacity. The | ||||||
| 6 | Department may delay the implementation of this subsection if | ||||||
| 7 | the Department is unable to find a third party to provide | ||||||
| 8 | administrative support to the Commission. | ||||||
| 9 | (d) Members of the Commission shall receive no | ||||||
| 10 | compensation for their participation, but, subject to | ||||||
| 11 | appropriation, may be reimbursed by the Department of Human | ||||||
| 12 | Services for expenses in connection with their participation, | ||||||
| 13 | including travel, subject to the rules of the appropriate | ||||||
| 14 | travel control board. | ||||||
| 15 | Section 20. Reporting. The Commission shall submit a | ||||||
| 16 | report of its findings, research, and recommendations to the | ||||||
| 17 | Governor, the General Assembly, and the Department of Human | ||||||
| 18 | Services on or before December 31, 2025, and each year | ||||||
| 19 | thereafter. | ||||||
| 20 | Section 90. Repeal. This Act is repealed on December 31, | ||||||
| 21 | 2028. | ||||||
| 22 | Section 99. Effective date. This Act takes effect upon | ||||||
| 23 | becoming law.". | ||||||
