AMENDMENT TO HOUSE BILL 3039

2    AMENDMENT NO. ______. Amend House Bill 3039 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by changing Section
527-22.10 as follows:
 
6    (105 ILCS 5/27-22.10)
7    Sec. 27-22.10. Course credit for high school diploma.
8    (a) Notwithstanding any other provision of this Code, the
9school board of a school district that maintains any of grades
109 through 12 is authorized to adopt a policy under which a
11student enrolled in grade 7 or 8 who is enrolled in the unit
12school district or would be enrolled in the high school
13district upon completion of elementary school, whichever is
14applicable, may enroll in a course required under Section
1527-22 of this Code, provided that the course is offered by the
16high school that the student would attend, and (i) the student

1participates in the course at the location of the high school,
2and the elementary student's enrollment in the course would
3not prevent a high school student from being able to enroll, or
4(ii) the student participates in the course where the student
5attends school as long as the student passes the course and the
6end-of-course examination given at the high school granting
7the credit for the same course, demonstrating proficiency at
8the high school level, or (iii) the course is taught by a
9teacher who holds a professional educator license issued under
10Article 21B of this Code and endorsed for the grade level and
11content area of the course.
12    (b) A school board that adopts a policy pursuant to
13subsection (a) of this Section must grant academic credit to
14an elementary school student who successfully completes the
15high school course, and that credit shall satisfy the
16requirements of Section 27-22 of this Code for that course.
17    (c) A school board must award high school course credit to
18a student transferring to its school district for any course
19that the student successfully completed pursuant to subsection
20(a) of this Section, unless evidence about the course's rigor
21and content shows that it does not address the relevant
22Illinois Learning Standard at the level appropriate for the
23high school grade during which the course is usually taken,
24and that credit shall satisfy the requirements of Section
2527-22 of this Code for that course.
26    (d) A student's grade in any course successfully completed

1under this Section must be included in his or her grade point
2average in accordance with the school board's policy for
3making that calculation.
