AMENDMENT TO SENATE BILL 634

2    AMENDMENT NO. ______. Amend Senate Bill 634 by replacing 
3everything after the enacting clause with the following:
 
4    "Section 5. The Local Records Act is amended by adding 
5Section 30 as follows:
 
6    (50 ILCS 205/30 new)
7    Sec. 30. Contracts of $5,000,000 or more.
8    (a) A municipality must compile and publish a list of each 
9contract it enters into for $5,000,000 or more for public 
10infrastructure projects. The list shall be published at least 
11once each year before the end of the fiscal year. The published 
12list shall be available for public inspection or copying and 
13on the municipality's website. Nothing in this subsection 
14requires a municipality to create a website for this purpose.
15    (b) A home rule municipality may not compile and publish a 
16list of contracts it enters into for $5,000,000 or more in a

1manner that is inconsistent with this Section. This Section is 
2a limitation under subsection (i) of Section 6 of Article VII 
3of the Illinois Constitution on the concurrent exercise by 
4home rule units of powers and functions exercised by the 
5State.".
