| 3 | | everything after the enacting clause with the following:

| 4 | | "Section 5. The Local Records Act is amended by adding |
| 5 | | Section 30 as follows:

| 6 | | (50 ILCS 205/30 new) |
| 7 | | Sec. 30. Contracts of $5,000,000 or more. |
| 8 | | (a) A municipality must compile and publish a list of each |
| 9 | | contract it enters into for $5,000,000 or more for public |
| 10 | | infrastructure projects. The list shall be published at least |
| 11 | | once each year before the end of the fiscal year. The published |
| 12 | | list shall be available for public inspection or copying and |
| 13 | | on the municipality's website. Nothing in this subsection |
| 14 | | requires a municipality to create a website for this purpose. |
| 15 | | (b) A home rule municipality may not compile and publish a |
| 16 | | list of contracts it enters into for $5,000,000 or more in a |

| 1 | | manner that is inconsistent with this Section. This Section is |
| 2 | | a limitation under subsection (i) of Section 6 of Article VII |
| 3 | | of the Illinois Constitution on the concurrent exercise by |
| 4 | | home rule units of powers and functions exercised by the |
| 5 | | State.". |
