Amends the Legislative Commission Reorganization Act of 1984. Provides for the acquisition and placement of a statue depicting President Barack H. Obama at the State Capitol Building. Provides that the Architect of the Capitol may provide for the design and fabrication of the statue, or may otherwise acquire, using funds collected for such purpose or a statue donated to the Office of the Architect of the Capitol, a suitable statue for placement. Requires the Architect of the Capitol to take actions necessary to provide for the placement and unveiling of the statue by February 15, 2021. Requires the Architect of the Capitol to issue a report to the Governor and General Assembly detailing his or her actions in acquiring and placing the statue. Provides that the Capitol Restoration Trust Fund shall contain an account for the deposit of funds donated for the payment of expenses associated with the placement of the statue. Provides that the separate account may accept deposits from any source, whether
private or public, and may be appropriated only for use by the Architect of
the Capitol for expenses associated with the acquisition, placement, and maintenance of the statue. Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Legislative Commission Reorganization Act | 5 | | of 1984 is amended by changing Section 8A-35 and by adding | 6 | | Section 8A-60 as follows: | 7 | | (25 ILCS 130/8A-35)
| 8 | | Sec. 8A-35. Capitol Restoration Trust Fund; | 9 | | appropriations.
| 10 | | (a) The Capitol Restoration Trust Fund is created as a | 11 | | special fund within
the State treasury. The Fund may accept | 12 | | deposits from any source, whether
private or public, and may be | 13 | | appropriated only for the use of the Architect of
the Capitol | 14 | | in the performance of his or her powers and duties. The | 15 | | Architect
of the Capitol may seek private and public funds for | 16 | | deposit into the Capitol
Restoration Trust Fund.
| 17 | | (a-5) The Capitol Restoration Trust Fund shall contain a | 18 | | separate account for the deposit of funds donated for the | 19 | | payment of expenses associated with the placement of a | 20 | | Presidential Statue at the State Capitol Building depicting | 21 | | President Barack H. Obama, as provided under Section 8A-60. The | 22 | | separate account may accept deposits from any source, whether

of the Capitol may seek private and public funds for | 5 | | deposit into the separate account of the Capitol
Restoration | 6 | | Trust Fund established under this subsection (a-5). | 7 | | (b) The Architect of the Capitol shall submit all budget | 8 | | requests to
implement the master plan that relate to areas of | 9 | | the legislative complex other
than the State Capitol Building | 10 | | to the
Capitol Historic Preservation Board for review and | 11 | | comment. The Architect of
the Capitol shall submit all budget
| 12 | | requests to the Board of the Office of the Architect of the | 13 | | Capitol for
approval.

Obama Presidential Statue. | 17 | | (a) The Architect of the Capitol, at the direction of the | 18 | | Board of the Office of the Architect of the Capitol, shall | 19 | | provide for the acquisition and placement of a statue at the | 20 | | State Capitol Building depicting 44th President of the United | 21 | | States Barack H. Obama. The Architect of the Capitol may | 22 | | provide for the design and fabrication of the statue, or may | 23 | | otherwise acquire, using funds collected for such purpose or a | 24 | | statue donated to the Office of the Architect of the Capitol, a | 25 | | suitable statue for placement under this Section. |

| 1 | | (b) The Architect of the Capitol, at the direction of the | 2 | | Board of the Office of the Architect of the Capitol, shall take | 3 | | actions necessary to provide for the placement and unveiling of | 4 | | the Presidential Statue authorized under subsection (a) at the | 5 | | Capitol by February 15, 2021 (Presidents' Day). Prior to the | 6 | | placement of the statue at the Capitol, the Architect of the | 7 | | Capitol shall issue a report detailing his or her actions in | 8 | | acquiring and placing the statue specified under this | 9 | | subsection (b). The report shall be delivered to the Governor | 10 | | and the General Assembly on or before December 1, 2020.
| 11 | | Section 99. Effective date. This Act takes effect upon | 12 | | becoming law.
