SYNOPSIS AS INTRODUCED:
 
20 ILCS 605/605-1025 new

    Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Requires the Department of Commerce and Economic Opportunity to award grants to local business groups to address and study small business concerns related to a change in the minimum wage. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Commerce and Economic
5Opportunity Law of the Civil Administrative Code of Illinois is
6amended by adding Section 605-1025 as follows:
 
7    (20 ILCS 605/605-1025 new)
8    Sec. 605-1025. Grants to business groups. The Department
9shall award grants to local business groups to address and
10study small business concerns related to a change in the
11minimum wage. Grants shall be used to research the potential
12impact of phasing in a minimum wage increase to $15 per hour by
13calendar year 2023. Organizations awarded grants under this
14Section shall submit an annual report to the Department that
15includes the impact of raising the minimum wage on businesses
16of different sizes, including the impact on business revenue
17and sustainability. The Department shall combine all reports
18and submit an inclusive report to the Governor and the General
19Assembly by January 1 of each year, with the first report due
20on January 1, 2020.
 
21    Section 99. Effective date. This Act takes effect upon
22becoming law.
