1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by changing Section
514-1.09b as follows:
 
6    (105 ILCS 5/14-1.09b)
7    Sec. 14-1.09b. Speech-language pathologist.
8    (a) For purposes of supervision of a speech-language
9pathology assistant, "speech-language pathologist" means a
10person who has received a license pursuant to the Illinois
11Speech-Language Pathology and Audiology Practice Act to engage
12in the practice of speech-language pathology.
13    (b) The School Service Personnel Certificate with a
14speech-language endorsement shall be issued under Section
1521-25 of this Code to a speech-language pathologist who meets
16all of the following requirements:
17        (1) (A) Holds a regular license as a speech-language
18    pathologist pursuant to the Illinois Speech-Language
19    Pathology and Audiology Practice Act, (B) holds a current
20    Certificate of Clinical Competence in speech-language
21    pathology from the American Speech-Language-Hearing
22    Association and a regular license in speech-language
23    pathology from another state or territory or the District

1    of Columbia and has applied for a regular license as a
2    speech-language pathologist pursuant to the Illinois
3    Speech-Language Pathology and Audiology Practice Act, or
4    (C) holds or has applied for a temporary license pursuant
5    to Section 8.1 of the Illinois Speech-Language Pathology
6    and Audiology Practice Act.
7        (2) Holds a master's or doctoral degree with a major
8    emphasis in speech-language pathology from an institution
9    whose course of study was approved or program was
10    accredited by the Council on Academic Accreditation in
11    Audiology and Speech-Language Pathology of the American
12    Speech-Language-Hearing Association or its predecessor.
13        (3) Either (i) has completed a program of study that
14    meets the content area standards for speech-language
15    pathologists approved by the State Board of Education, in
16    consultation with the State Teachers Certification Board,
17    (ii) has completed a program in another state, territory,
18    or possession of the United States that is comparable to an
19    approved program of study described in item (i), or (iii)
20    holds a certificate issued by another state, territory, or
21    possession of the United States that is comparable to the
22    school service personnel certificate with a
23    speech-language endorsement. If the requirements described
24    in items (i), (ii), or (iii) of this paragraph (3) have not
25    been met, a person must provide evidence that he or she has
26    completed at least 150 clock hours of supervised experience

1    in speech-language pathology with students with
2    disabilities in a school setting, including experience
3    required by federal law or federal court order; however, a
4    person who lacks such experience may obtain interim
5    certification as established by the Illinois State Board of
6    Education, in consultation with the State Teacher
7    Certification Board, and shall participate in school-based
8    professional experience of at least 150 clock hours to meet
9    this requirement.
10        (4) Has successfully completed the required Illinois
11    certification tests.
12        (5) Has paid the application fee required for
13    certification.
14    The provisions of this subsection (b) do not preclude the
15issuance of a teaching certificate to a speech-language
16pathologist who qualifies for such a certificate.
17    (c) Notwithstanding subsection (b), a Professional
18Educator License with a school support personnel endorsement
19for non-teaching speech-language pathologist shall be issued
20under Section 21B-25 to a speech-language pathologist who (i)
21holds a regular license as a speech-language pathologist
22pursuant to the Illinois Speech-Language Pathology and
23Audiology Practice Act and (ii) holds a current Certificate of
24Clinical Competence in speech-language pathology from the
25American Speech-Language-Hearing Association.
