SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Veterans Cyber Academy Pilot Program Act. Provides that the Department of Veterans' Affairs shall establish and implement a pilot program to provide veterans residing in the State with access to cyber security training, certification, apprenticeships, and additional resources to enter the cyber security field of work. Provides that the pilot program shall run from January 1, 2021 to December 31, 2023. Provides specified requirements to the Department in implementing the pilot program. Effective immediately.

1    AN ACT concerning veterans.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Veterans Cyber Academy Pilot Program Act.
 
6    Section 5. Veterans Cyber Academy Pilot Program.
7    (a) As used in this Act:
8    "Department" means the Department of Veterans' Affairs.
9    (b) The Department shall establish and implement a pilot
10program to provide veterans residing in the State with access
11to cyber security training, certification, apprenticeships,
12and additional resources to enter the cyber security field of
13work. The pilot program shall run from January 1, 2021 to
14December 31, 2023. The Department shall perform all of the
15following:
16        (1) Establish relevant courses of study for
17    participants that culminate in an industry-recognized
18    certification.
19        (2) Establish a registry of available cybersecurity
20    jobs in and around the State.
21        (3) Develop partnerships with government agencies and
22    private sector organizations that provide participants
23    with education, training, and apprenticeships.

1        (4) Administer the pilot program and adopt rules
2    governing the pilot program, including:
3            (A) eligibility and selection criteria for State
4        veterans;
5            (B) eligibility and selection criteria for partner
6        organizations and government agencies;
7            (C) any prerequisite coursework;
8            (D) requirements to receive certification; and
9            (E) any other standards and procedures the
10        Department considers necessary or appropriate.    
11        (5) Collect the following data:
12            (A) number of participants enrolling in the pilot
13        program;
14            (B) number of participants completing the pilot
15        program;
16            (C) length of participation in the pilot program;
17            (D) 60-day, 90-day, and 120-day employment
18        outcomes for participants;
19            (E) names of all public and private partner
20        organizations; and
21            (F) number of former participants employed by each
22        public and private partner organization.
23    (c) Within 180 days of the completion of the pilot program,
24the Department shall deliver to the Governor and General
25Assembly a report on program outcomes, including
26recommendations for implementing the program on a permanent

2    Section 99. Effective date. This Act takes effect upon
3becoming law.
