    Amends various Acts relating to the governance of public universities and community colleges in Illinois. Provides that a university or community college district may not require a student, as part of his or her financial aid verification process, to submit a letter to the university or community college district indicating why the student's parent or guardian is not employed, does not file taxes, or does not have a federal Individual Taxpayer Identification Number.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The University of Illinois Act is amended by
5adding Section 105 as follows:
 
6    (110 ILCS 305/105 new)
7    Sec. 105. Financial aid information. The University may not
8require a student, as part of his or her financial aid
9verification process, to submit a letter to the University
10indicating why the student's parent or guardian is not
11employed, does not file taxes, or does not have a federal
12Individual Taxpayer Identification Number.
 
13    Section 10. The Southern Illinois University Management
14Act is amended by adding Section 90 as follows:
 
15    (110 ILCS 520/90 new)
16    Sec. 90. Financial aid information. The University may not
17require a student, as part of his or her financial aid
18verification process, to submit a letter to the University
19indicating why the student's parent or guardian is not
20employed, does not file taxes, or does not have a federal
21Individual Taxpayer Identification Number.

1    Section 15. The Chicago State University Law is amended by
2adding Section 5-200 as follows:
 
3    (110 ILCS 660/5-200 new)
4    Sec. 5-200. Financial aid information. The University may
5not require a student, as part of his or her financial aid
6verification process, to submit a letter to the University
7indicating why the student's parent or guardian is not
8employed, does not file taxes, or does not have a federal
9Individual Taxpayer Identification Number.
 
10    Section 20. The Eastern Illinois University Law is amended
11by adding Section 10-200 as follows:
 
12    (110 ILCS 665/10-200 new)
13    Sec. 10-200. Financial aid information. The University may
14not require a student, as part of his or her financial aid
15verification process, to submit a letter to the University
16indicating why the student's parent or guardian is not
17employed, does not file taxes, or does not have a federal
18Individual Taxpayer Identification Number.
 
19    Section 25. The Governors State University Law is amended

17    Section 35. The Northeastern Illinois University Law is
18amended by adding Section 25-200 as follows:

9verification process, to submit a letter to the University
10indicating why the student's parent or guardian is not
11employed, does not file taxes, or does not have a federal
12Individual Taxpayer Identification Number.
 
13    Section 45. The Western Illinois University Law is amended
14by adding Section 35-205 as follows:
 
15    (110 ILCS 690/35-205 new)
16    Sec. 35-205. Financial aid information. The University may
17not require a student, as part of his or her financial aid
18verification process, to submit a letter to the University
19indicating why the student's parent or guardian is not
20employed, does not file taxes, or does not have a federal
21Individual Taxpayer Identification Number.

1    Section 50. The Public Community College Act is amended by
2adding Section 3-29.13 as follows:
 
3    (110 ILCS 805/3-29.13 new)
4    Sec. 3-29.13. Financial aid information. A community
5college district may not require a student, as part of his or
6her financial aid verification process, to submit a letter to
7the community college district indicating why the student's
8parent or guardian is not employed, does not file taxes, or
9does not have a federal Individual Taxpayer Identification
10Number.
