SYNOPSIS AS INTRODUCED:

220 ILCS 5/9-218 new

Amends the Public Utilities Act. Provides that an electric utility may not increase electric rates unless the electric utility has provided retail customer rebates in the 5 years preceding the requested rate increase.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Public Utilities Act is amended by adding Section 9-218 as follows:

(220 ILCS 5/9-218 new)

Sec. 9-218. Electric utility rate increase. Notwithstanding any other provision of law, an electric utility may not increase electric rates unless the electric utility has provided retail customer rebates under Article XVI in the 5 years preceding the requested rate increase.
