SYNOPSIS AS INTRODUCED:
 
70 ILCS 3615/3A.19 new

    Amends the Regional Transportation Authority Act. Provides that the Suburban Bus Board shall submit to the Governor and the General Assembly an annual report on all procurement goals and actual spending for female-owned, minority-owned, and veteran-owned enterprises in the previous calendar year. Provides that the Suburban Bus Board shall hold an annual workshop open to the public on the state of supplier diversity. Effective immediately.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Regional Transportation Authority Act is
5amended by adding Section 3A.19 as follows:
 
6    (70 ILCS 3615/3A.19 new)
7    Sec. 3A.19. Procurement reports. The Suburban Bus Board
8shall submit an annual report to the Governor and the General
9Assembly by April 15, 2020, and by every April 15 thereafter,
10in a searchable Adobe PDF format, on all procurement goals and
11actual spending for female-owned, minority-owned, and
12veteran-owned enterprises in the previous calendar year. These
13goals shall be expressed as a percentage of the total work
14performed by the entity submitting the report, and the actual
15spending for all female-owned, minority-owned, and
16veteran-owned enterprises shall also be expressed as a
17percentage of the total work performed by the entity submitting
18the report.
19    The Suburban Bus Board and all participating entities shall
20hold an annual workshop open to the public in 2020 and every
21year thereafter on the state of supplier diversity to
22collaboratively seek solutions to structural impediments to
23achieving stated goals, including testimony from each

1participating entity as well as subject matter experts and
2advocates. The Board shall publish a database on its website of
3the point of contact for each participating entity for supplier
4diversity, along with a list of certifications each entity
5recognizes from the information submitted in each annual
6report. The Board shall publish each annual report on its
7website and shall maintain each annual report for at least 5
8years.
 
9    Section 99. Effective date. This Act takes effect upon
10becoming law.
