SYNOPSIS AS INTRODUCED:

30 ILCS 708/135 new

Amends the Grant Accountability and Transparency Act. Provides that potential subrecipients of grants issued by the Department of Human Services under a Notice of Funding Opportunity for the purpose of encouraging full participation in the 2020 decennial census shall be exempt from the provisions of the Act with respect to grant pre-qualification requirements and any other pre-award eligibility requirement. Repeals provisions on August 1, 2020. Effective immediately.

A BILL FOR

AN ACT concerning finance.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Grant Accountability and Transparency Act is amended by adding Section 135 as follows:

(30 ILCS 708/135 new)

Sec. 135. 2020 census grant subrecipient exemption.

(a) Notwithstanding any rule or provision of law to the contrary, potential subrecipients of grants issued by the Department of Human Services under a Notice of Funding Opportunity for the purpose of encouraging full participation in the 2020 decennial census shall be exempt from the provisions of this Act with respect to grant pre-qualification requirements and any other pre-award eligibility requirement.

(b) This Section is repealed on August 1, 2020.

Section 99. Effective date. This Act takes effect upon becoming law.
