SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Rewarding Excellence with Higher Education Guaranteed Admissions Act. Provides that an applicant who has, within the past 12 months, received a score on the SAT or on the ACT standardized college admissions test that is within the top 10% of persons nationwide who have taken the test during the immediately preceding 12-month period shall qualify for automatic admission to any baccalaureate program at any public university in the State. Sets forth requirements imposed on a recipient of an automatic admission to a public university. Provides that the Board of Higher Education shall adopt rules to implement and administer the Act. Effective immediately.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Rewarding Excellence with Higher Education Guaranteed
6Admissions Act.
 
7    Section 5. Definitions. For the purposes of this Act:
8    "ACT" means the standardized college admissions test
9offered by ACT, Incorporated.
10    "Public university" or "university" means the University
11of Illinois, Southern Illinois University, Chicago State
12University, Eastern Illinois University, Governors State
13University, Illinois State University, Northeastern Illinois
14University, Northern Illinois University, Western Illinois
15University, and any other public university or college located
16in this State authorized to grant baccalaureate degrees on or
17after the effective date of this Act.
18    "SAT" means the standardized college admissions test
19offered by the College Board.
 
20    Section 10. Automatic admission. Notwithstanding any other
21provision of law, rule, or university policy to the contrary,
22an applicant who has, within the past 12 months, received a

1score on the SAT or on the ACT that is within the top 10% of
2persons nationwide who have taken the test during the
3immediately preceding 12-month period shall qualify for
4automatic admission to any baccalaureate program at any public
5university to which the applicant may apply.
 
6    Section 15. Limitations. Nothing in this Act relieves a
7recipient of automatic admission under this Act of the
8responsibility to comply with nonacademic preadmission
9requirements, post-admission academic requirements, and
10payment requirements imposed by a public university. An
11applicant who receives automatic admission under this Act is
12required to:
13        (1) meet the application, admission acceptance, and
14    enrollment deadlines imposed by the university;
15        (2) maintain a grade point average required by the
16    university for continued enrollment;
17        (3) fulfill any additional requirements of the
18    baccalaureate program he or she is enrolled in that are
19    compulsory for all students enrolled in the baccalaureate
20    program;
21        (4) pay the tuition and mandatory fees required for
22    enrollment at the university; and
23        (5) maintain active participation as a full-time
24    student at the university.

1    Section 20. Rules. The Board of Higher Education shall
2adopt rules to implement and administer this Act.
 
3    Section 99. Effective date. This Act takes effect upon
4becoming law.
