SYNOPSIS AS INTRODUCED:

    Amends the State Fair Gaming Act. Provides that the Illinois Gaming Board shall issue a licensed establishment license to the Department of Agriculture to operate video gaming at the Illinois State Fairgrounds and the DuQuoin State Fairgrounds (rather than issuing the license to a concessioner). Makes conforming changes.

1    AN ACT concerning gaming.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Fair Gaming Act is amended by changing
5Sections 30-5, 30-10, and 30-15 as follows:
 
6    (230 ILCS 50/30-5)
7    Sec. 30-5. Definitions. As used in this Act:
8    "Board" means the Illinois Gaming Board.
9    "Department" means the Department of Agriculture.
10    "State Fair" has the meaning given to that term in the
11State Fair Act.

14    Sec. 30-10. Gaming Gambling at the State Fair.
15    (a) The Board shall issue a licensed establishment license
16as provided under Section 25 of the Video Gaming Act to the
17Department to operate video gaming a concessioner who will
18operate at the Illinois State Fairgrounds and at the DuQuoin
19State Fairgrounds. The Department shall select, concessioner
20shall be chosen under the Illinois Procurement Code,
21Board-licensed terminal operators for an operational period
22not to exceed 3 years. At the conclusion of each 3-year cycle,

1the Illinois Procurement Code shall be used to determine the
2new terminal operators concessioner.
3    (b) Moneys bid by the terminal operators concessioner shall
4be deposited into the State Fairgrounds Capital Improvements
5and Harness Racing Fund.

8    Sec. 30-15. Video gaming at the State Fair.
9    (a) The Department concessioner issued a licensed
10establishment license under Section 30-10 may operate: (1) up
11to 50 video gaming terminals as provided in the Video Gaming
12Act during the scheduled dates of the Illinois State Fair; and
13(2) up to 30 video gaming terminals as provided in the Video
14Gaming Act during the scheduled dates of the DuQuoin State
15Fair.
16    (b) No more than 10 video gaming terminals may be placed in
17any temporary pavilion where alcoholic beverages are served at
18either State Fair.
