SYNOPSIS AS INTRODUCED:

20 ILCS 105/4.07

Amends the Illinois Act on the Aging. In a provision concerning home-delivered meal services to Illinois residents who qualify under the federal Older Americans Act, provides that, subject to appropriations, all home-delivered meals shall contain informational fact sheets on diabetes, elder abuse, elder neglect, elder financial exploitation, Social Security benefits, and Medicare. Permits the Department on Aging to enter into agreements with area agencies on aging or Department designees to print and distribute the informational materials to home-delivered meal providers, which shall in turn ensure that an informational fact sheet is included with the first home-delivered meal at the start of a recipient's subscription period and annually thereafter. Effective immediately.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Illinois Act on the Aging is amended by changing Section 4.07 as follows:

Sec. 4.07. Home-delivered meals.

(a) Every citizen of the State of Illinois who qualifies for home-delivered meals under the federal Older Americans Act shall be provided services, subject to appropriation. The Department shall file a report with the General Assembly and the Illinois Council on Aging by January 1 of each year. The report shall include, but not be limited to, the following information: (i) estimates, by county, of citizens denied service due to insufficient funds during the preceding fiscal year and the potential impact on service delivery of any additional funds appropriated for the current fiscal year; (ii) geographic areas and special populations unserved and underserved in the preceding fiscal year; (iii) estimates of additional funds needed to permit the full funding of the program and the statewide provision of services in the next fiscal year, including staffing and equipment needed to prepare and deliver meals; (iv) recommendations for increasing the amount of federal funding captured for the program; (v) recommendations for serving unserved and underserved areas and special populations, to include rural areas, dietetic meals, weekend meals, and 2 or more meals per day; and (vi) any other information needed to assist the General Assembly and the Illinois Council on Aging in developing a plan to address unserved and underserved areas of the State.

(b) Subject to appropriations, all home-delivered meals provided in accordance with this Section shall contain informational fact sheets on diabetes, elder abuse, elder neglect, elder financial exploitation, Social Security benefits, and Medicare. The Department may enter into agreements with area agencies on aging or Department designees to print and distribute the informational materials to home-delivered meal providers, which shall in turn ensure that an informational fact sheet is included with the first home-delivered meal at the start of a recipient's subscription period and annually thereafter.

Section 99. Effective date. This Act takes effect upon becoming law.
