HOUSE JOINT RESOLUTION

 
2    WHEREAS, As part of a recent policy trend, certain cities
3and states within the United States enacted procedures designed
4to limit cooperation with or involvement in federal immigration
5enforcement actions; and
 
6    WHEREAS, In January of 2020, the Illinois Department of
7Corrections (DOC) changed its policy and stopped notifying U.S.
8Immigration and Customs Enforcement (ICE) of the release of
9individuals from the DOC who had valid detainer warrants; and
 
10    WHEREAS, Prior to this policy change, ICE worked with the
11IDOC and local law enforcement agencies to prevent those
12convicted felons who migrated into the State illegally after
13being released into the community upon completion of their
14sentence; and
 
15    WHEREAS, Those individuals, convicted of felony crimes and
16who are in the country illegally, are being released directly
17into the community with no notification to federal authorities
18or local law enforcement; such actions jeopardize the general
19public safety within specific Illinois communities; and
 
20    WHEREAS, Such individuals have been convicted of felony
21offenses, including murder, rape, sex offenses, child

1pornography, and weapons offenses; and
 
2    WHEREAS, The policy was changed by the Illinois Department
3of Corrections without adequate notice and without sufficient
4explanation to the immigration authorities and local law
5enforcement agencies, which had previously worked valiantly
6with the immigration authorities to keep our communities safe;
7and
 
8    WHEREAS, Continued reduction of such regulations may yield
9to further desecration of public safety within the State of
10Illinois; therefore, be it
 
11    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
12HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
13SENATE CONCURRING HEREIN, that we urge Governor JB Pritzker to
14instruct the Illinois Department of Corrections to comply with
15federal law and allow the DOC to continue to work with ICE and
16local law enforcement agencies; and be it further
 
17    RESOLVED, That suitable copies of this resolution be
18presented to the Governor, the Speaker of the Illinois House,
19the President of the Illinois Senate, the Illinois Senate
20Minority Leader, and the Illinois House Minority Leader.
