HOUSE JOINT RESOLUTION

 
2    WHEREAS, It is highly fitting that the Illinois General
3Assembly pays honor and respect to individuals who have given
4their lives in the line of duty; and
 
5    WHEREAS, Morris Police Department Patrolman Clarence
6Roseland's honorable service was tragically cut short when he
7was killed in the line of duty on February 3, 1935; and
 
8    WHEREAS, Patrolman Roseland left behind his wife, Bertha,
9and his children, Marge, Lois, Wayne, and Chuck; and
 
10    WHEREAS, On the night Patrolman Roseland was killed, both
11he and his partner, Ed Garrity, were making their regular
12rounds patrolling the stores and businesses in the downtown
13area; and
 
14    WHEREAS, While on the 800 block of Liberty Street, Officer
15Garrity had gone into a nearby building to attend to some
16personal matters; Patrolman Roseland began to walk the streets,
17checking local business; and
 
18    WHEREAS, When Patrolman Roseland reached Gable's Grocery
19Store on the east side of the street, he discovered the door
20was open; he entered the store and was confronted by a man with

1a gun; he had interrupted a robbery in progress by three armed
2men; and
 
3    WHEREAS, Patrolman Roseland was forced at gunpoint to
4return to his vehicle; when Officer Garrity returned to the
5squad car, he found that Patrolman Roseland had been shot from
6behind in cold blood and had died almost instantly; and
 
7    WHEREAS, The robbers fled the scene with a female hostage,
8who they released later near Joliet; the criminals robbery
9yielded a total of less than $60; and
 
10    WHEREAS, After several months, the robbers were
11apprehended and Louis Lutz was charged with the murder of
12Patrolman Roseland; and
 
13    WHEREAS, The murder of Patrolman Roseland was a tragedy
14that greatly affected the residents of Grundy County for many
15years to come; he was a great and noble man who was a respected
16citizen of his community; therefore, be it
 
17    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
18HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
19SENATE CONCURRING HEREIN, that we designate the portion of
20Illinois Route 47 over the Illinois River bridge from Pine
21Bluff Road to Washington Street as the "Patrolman Clarence

1Roseland Memorial Road"; and be it further
 
2    RESOLVED, That the Illinois Department of Transportation
3is requested to erect at suitable locations, consistent with
4State and federal regulations, appropriate plaques or signs
5giving notice of the name of the "Patrolman Clarence Roseland
6Memorial Road"; and be it further
 
7    RESOLVED, That suitable copies of this resolution be
8presented to the family of Patrolman Roseland, the Secretary of
9the Illinois Department of Transportation, the Morris Police
10Department, and the Mayor of the City of Morris.
