Proposes to amend the Finance Article of the Illinois Constitution. Provides that expenditures shall not exceed proposed revenue (rather than funds) estimated to be available for a fiscal year. Provides that except for deficiency or emergency appropriations, all appropriations are expendable only during the fiscal year for which they were appropriated. Provides that no public money shall be expended except as provided by appropriations made by law. Provides that expenditures for any fiscal year shall not exceed the State's revenues and reserves, including proceeds of any debt obligation, for that year. Provides that no debt obligation, except as shall be repaid within the fiscal year of issuance, shall be authorized for the current operation of any State service or program, nor shall the proceeds of any debt obligation be expended for a purpose other than that for which it was authorized. Provides that any law requiring the expenditure of State funds shall be null and void unless, during the session in which the act receives final passage, an appropriation is made for the estimated first-year's funding. Defines "revenue". Effective upon being declared adopted.

| 13 | | SECTION 2. STATE FINANCE
| 14 | | (a) The Governor shall prepare and submit to the General | 15 | | Assembly, at
a time prescribed by law, a State budget for the | 16 | | ensuing fiscal year.
The budget shall set forth the estimated | 17 | | balance of revenue funds available for
appropriation at the | 18 | | beginning of the fiscal year, the estimated
receipts, and a | 19 | | plan for expenditures and obligations during the fiscal
year of | 20 | | every department, authority, public corporation and | 21 | | quasi-public
corporation of the State, every State college and | 22 | | university, and every
other public agency created by the State, | 23 | | but not of units of local
government or school districts. The |

| 1 | | budget shall also set forth the
indebtedness and contingent | 2 | | liabilities of the State and such other
information as may be | 3 | | required by law. Proposed expenditures shall not
exceed revenue | 4 | | funds estimated to be available for the fiscal year as shown in
| 5 | | the budget. For the purposes of this Section, "revenue" means | 6 | | the receipts from taxes and fees, and does not include debt | 7 | | incurred, existing debt refinanced, or additional funds | 8 | | resulting from fund sweeps.
| 9 | | (b) The General Assembly by law shall make appropriations | 10 | | for all
expenditures of public funds by the State. | 11 | | Appropriations for a fiscal
year shall not exceed revenue funds | 12 | | estimated by the General Assembly to be
available during that | 13 | | year. Except for deficiency or emergency appropriations, all | 14 | | appropriations are expendable only during the fiscal year for | 15 | | which they were appropriated.
