| 1 | | HOUSE RESOLUTION
| 2 | | WHEREAS, All young people deserve to be healthy, have | 3 | | access to care, and thrive; and
| 4 | | WHEREAS, For over 35 years, school-based health centers | 5 | | have provided primary care in or near schools across Illinois; | 6 | | and
| 7 | | WHEREAS, There are currently 66 school-based health | 8 | | centers in the State of Illinois, reaching over 50,000 children | 9 | | and adolescents; and
| 10 | | WHEREAS, School-based health centers are a critical safety | 11 | | net program, with over 85% of users enrolled in Medicaid or | 12 | | uninsured; and | 13 | | WHEREAS, School-based health centers provide comprehensive | 14 | | services, including physical exams, acute and well care visits, | 15 | | immunizations, behavioral health counseling, chronic disease | 16 | | management, vision and oral healthcare, and nutrition | 17 | | education; and | 18 | | WHEREAS, Behavioral health providers are able to address | 19 | | students' trauma and chronic stress, champion substance use | 20 | | prevention, and provide counseling in school, where students |

| 1 | | spend the majority of their time; and
| 2 | | WHEREAS, School-based health centers not only improve | 3 | | health outcomes but also increase academic performance and | 4 | | reduce school dropout rates; and
| 5 | | WHEREAS, School-based health centers contain healthcare | 6 | | costs by eliminating access barriers, reducing emergency | 7 | | department visits, and managing chronic health conditions; | 8 | | therefore, be it
| 9 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 10 | | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 11 | | we support the 66 school-based health centers as vital | 12 | | providers of comprehensive healthcare for Illinois' children | 13 | | and adolescents; and be it further
| 14 | | RESOLVED, That we declare February 2019 as "School-Based | 15 | | Healthcare Awareness Month" and encourage all Illinoisans to | 16 | | join in this observance.
