HOUSE RESOLUTION

 
2    WHEREAS, When a person is losing blood, every minute
3counts, and the Stop the Bleed campaign of the American College
4of Surgeons is informing Americans about vital measures to aid
5trauma victims; and
 
6    WHEREAS, The initiative was created in the wake of the 2012
7mass shooting at Sandy Hook Elementary School; the American
8College of Surgeons convened senior health care and public
9safety leaders to produce a program that will improve survival
10for victims suffering from bleeding injuries, and their review
11led to the development of the Stop the Bleed campaign; and
 
12    WHEREAS, Because a trauma victim can bleed to death within
13five minutes, before professional emergency care arrives, the
14program teaches citizens bleeding-control methods developed by
15the military and first responders to help citizens become
16immediate responders; and
 
17    WHEREAS, Nearly 45 million Americans lack access to an
18appropriate trauma center within one hour of being injured;
19ensuring access to trauma care requires many crucial components
20and steps must be taken to ensure that our trauma centers,
21trauma medical staff, and first responders have the resources
22and skills they need to ensure the best possible chance of

1survival for the injured patient; and
 
2    WHEREAS, Stop the Bleed also provides kits that include
3such tools as tourniquets, dressings, and topical hemostatic
4agents to help bystanders offer swift assistance at the scene
5of a mass casualty or other incident; and
 
6    WHEREAS, These trauma kits can be affixed to walls in
7public places, much like the cardiac defibrillators with which
8most modern buildings are furnished; and
 
9    WHEREAS, The Stop the Bleed campaign is empowering citizens
10across the country to save lives in situations when time is of
11the absolute essence; and
 
12    WHEREAS, May 23rd has been designated as the National Stop
13the Bleed Day by the American College of Surgeons Committee on
14Trauma; therefore, be it
 
15    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
16HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
17we recognize the Stop the Bleed campaign and encourage all
18citizens to participate in the initiative and learn more about
19the importance of bleeding control measures; and be it further
 
20    RESOLVED, That we declare May 23, 2019 as "Stop the Bleed
