HOUSE RESOLUTION

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we direct the Illinois Gaming Board to conduct a disparity study on whether minority and women-owned businesses face any barriers that prevent their equitable participation in the business of legalized sports wagering; and be it further

RESOLVED, That the study should include, but not be limited to, the following:

(1) Evidence of past and present racial discrimination by the government;

(2) Annual income and access to capital of those seeking to enter the field; and

(3) The process for obtaining sports wagering permits and licensing; and be it further

RESOLVED, That the Illinois Gaming Board and the General Assembly should use the results of this study to address the inequality within the business of legalized sports wagering and develop clear guidelines to prevent it; and be it further

RESOLVED, That a suitable copy of this resolution be delivered to the Illinois Gaming Board.
