HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Michael S. Monaghan upon
4his retirement as Executive Director of the Illinois Community
5College Trustees Association (ICCTA) on June 30, 2019; and
 
6    WHEREAS, As the leader of one of the nation's premier
7education associations, Michael Monaghan has been instrumental
8in advocating for such issues as community college funding,
9pension reform, adult education governance, employee health
10insurance, and local control; and
 
11    WHEREAS, Michael Monaghan has an unrivaled knowledge of the
12Illinois legislative process, which has enhanced the status of
13the State's community college system throughout his 20-year
14tenure as Executive Director of ICCTA; and
 
15    WHEREAS, Michael Monaghan received the Cook County College
16Teachers Union's 2008 Innovation in Education Award for his
17leadership in promoting community colleges; and
 
18    WHEREAS, Michael Monaghan previously served as ICCTA's
19Director of Government Relations from 1989 to 2004, where he
20developed a statewide advocacy program and organized annual
21lobby days in Springfield and Washington, D.C.; and

1    WHEREAS, In 1998, Michael Monaghan received the Illinois
2Society of Association Executives' Government Relations Award
3for his successful efforts to establish a state health
4insurance program for community college retirees; and
 
5    WHEREAS, Prior to joining ICCTA, Michael Monaghan was the
6principal staff member to the Illinois Senate's Higher
7Education Committee and a budget analyst for higher education
8agencies for the Senate Appropriations Committee from 1979 to
91989; and
 
10    WHEREAS, From 1974 to 1979, Michael Monaghan served in the
11research department of the Office of the Secretary of State;
12and
 
13    WHEREAS, Michael Monaghan holds an associate of arts degree
14from Lincoln Land Community College (LLCC), a bachelor's degree
15in political science from Bradley University, and a master's
16degree in legal studies and administrative law from the
17University of Illinois at Springfield; and
 
18    WHEREAS, In 2010, Michael Monaghan was inducted into
19Lincoln Land Community College's Athletic Hall of Fame for his
20accomplishments as a track and field athlete from 1970 to 1972,
21in which he was awarded four LLCC letters and was the college's

1record holder in the 880-yard run for 16 years; therefore, be
2it
 
3    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
4HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
5we congratulate Michael S. Monaghan on his service to the
6Illinois community college system and the State of Illinois,
7and we commend his 45 years of steadfast and transformational
8leadership; and be it further
 
9    RESOLVED, That a suitable copy of this resolution be
10presented to Michael Monaghan as an expression of our esteem
11and respect.
