SYNOPSIS AS INTRODUCED:

    Amends the Department of Children and Family Services Statewide Youth Advisory Board Act. Requires the Governor to meet with the Statewide Youth Advisory Board at least 2 times each State fiscal year in order to discuss the issues and concerns of youth in foster care. Provides that, at a minimum, all meetings shall take place in the following regions and subregions: Northern Region, Cook Region, Central Champaign Subregion, Central Peoria Subregion, Central Springfield Subregion, Southern East St. Louis Subregion, and Southern Mt. Vernon Subregion. Provides that all meeting dates and times shall be determined by the Department of Children and Family Services, or its designee, in accordance with the bylaws of the Statewide Youth Advisory Board and the regional youth advisory boards. Requires a liaison or designee of the Director of the Department to attend every meeting of the Statewide Youth Advisory Board; and a liaison or designee identified by the Director of the Department to attend every meeting of a regional youth advisory board to assist in meeting the immediate concerns of youth while at the board meetings. Requires the Department to transport or make transportation arrangements for all active members and leading members of the Statewide Youth Advisory Board and the regional youth advisory boards. Provides that the Statewide Youth Advisory Board shall be directly placed under the office of the Director of the Department and under no other Division or parts of the Department.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Children and Family Services
5Statewide Youth Advisory Board Act is amended by changing
6Sections 15 and 20 as follows:
 
7    (20 ILCS 527/15)
8    Sec. 15. Meetings.
9    (a) Regular meetings of the regional youth advisory boards
10shall be held monthly.
11    (b) Regular meetings of the Statewide Youth Advisory Board
12shall be held at least 5 times per year.
13    (c) The Director of the Department or his or her designee
14shall meet with the Statewide Youth Advisory Board at least
15quarterly in order to discuss the issues and concerns of youth
16in foster care.
17    (c-5) The Governor shall meet with the Statewide Youth
18Advisory Board at least 2 times each State fiscal year in order
19to discuss the issues and concerns of youth in foster care.
20    (d) At a minimum, all All meetings shall take place in the
21following regions and subregions: Northern Region, Cook
22Region, Central Champaign Subregion, Central Peoria Subregion,
23Central Springfield Subregion, Southern East St. Louis

9    (f) A liaison or designee of the Director of the Department
10shall attend every meeting of the Statewide Youth Advisory
11Board.
12    (g) A liaison or designee identified by the Director of the
13Department shall attend every meeting of a regional youth
14advisory board to assist in meeting the immediate concerns of
15youth while at the board meetings.
16    (h) The Department shall transport or make transportation
17arrangements for all active members and the leading members of
18the Statewide Youth Advisory Board and the regional youth
19advisory boards.

22    Sec. 20. Operations. The Department or its designee shall
23manage each board, facilitate meetings, and develop further
24necessary procedures, including, but not limited to, bylaws for
25the Statewide Youth Advisory Board and the regional youth

1advisory boards. The Department shall provide funding
2necessary to maintain the operations of each board. The
3Statewide Youth Advisory Board shall be directly placed under
4the office of the Director of the Department and under no other
5Division or parts of the Department. The Department shall not
6provide a Statewide Youth Advisory Board or a regional youth
7advisory board with any records or information that a public
8body may withhold or redact pursuant to Section 7 of the
9Freedom of Information Act.
