Amends the School Code. Provides that each school district that maintains a secondary school must offer an early college high school program for its secondary school students to be completed by the student within 2 school years; defines "early college high school program". Provides that a student enrolled in an early college high school program is exempt from the payment of any registration, tuition, or laboratory fees charged by an institution of higher learning and the school district is responsible for all costs associated with the program.

AN ACT concerning education.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 1. This Act may be referred to as the Early College High School Program Act.

Section 5. The School Code is amended by adding Sections 10-20.69 and 34-18.61 as follows:

Sec. 10-20.69. Early college high school.

(a) In this Section:

"Early college high school program" means an academic program consisting of a series of dual credit courses that allows a high school student to earn, within 2 school years, both a high school diploma and (i) an associate degree issued by an institution of higher learning or (ii) up to 2 years of academic credit toward a bachelor's degree at an institution of higher learning.

"Institution of higher learning" has the meaning given to that term under Section 10 of the Higher Education Student Assistance Act.

(b) Each school district that maintains a secondary school must offer an early college high school program for its secondary school students to be completed by the student within 2 school years. A student enrolled in an early college high school program is exempt from the payment of any registration, tuition, or laboratory fees charged by the institution of higher learning. The school district is responsible for all costs associated with the program.
