| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The School Code is amended by changing Section | 5 | | 10-22.20 as follows:
| 6 | | (105 ILCS 5/10-22.20) (from Ch. 122, par. 10-22.20)
| 7 | | Sec. 10-22.20. Classes for adults and youths whose | 8 | | schooling has
been interrupted; conditions for State | 9 | | reimbursement; use of child
care facilities. | 10 | | (a) To establish special classes for the instruction (1)
of | 11 | | persons of age 21 years or over and (2) of persons less than | 12 | | age 21
and not otherwise in attendance in public school, for | 13 | | the purpose of
providing adults in the community and youths | 14 | | whose schooling has been
interrupted with such additional basic | 15 | | education, vocational skill
training, and other instruction as | 16 | | may be necessary to increase their
qualifications for | 17 | | employment or other means of self-support and their
ability to | 18 | | meet their responsibilities as citizens, including courses of
| 19 | | instruction regularly accepted for graduation from elementary | 20 | | or high
schools and for Americanization and high school | 21 | | equivalency testing review classes.
| 22 | | The board shall pay the necessary expenses of such classes | 23 | | out of
school funds of the district, including costs of student |

| 1 | | transportation
and such facilities or provision for child-care | 2 | | as may be necessary in
the judgment of the board to permit | 3 | | maximum utilization of the courses
by students with children, | 4 | | and other special needs of the students
directly related to | 5 | | such instruction. The expenses thus incurred shall
be subject | 6 | | to State reimbursement, as provided in Section 2-12.5 of the | 7 | | Public Community College Act this Section . The
board may make a | 8 | | tuition charge for persons taking instruction who are
not | 9 | | subject to State reimbursement, such tuition charge not to | 10 | | exceed
the per capita cost of such classes.
| 11 | | The cost of such instruction, including the additional | 12 | | expenses herein
authorized, incurred for recipients of | 13 | | financial aid under the Illinois
Public Aid Code, or for | 14 | | persons for whom education and training aid has been
authorized | 15 | | under Section 9-8 of that Code, shall be assumed in its | 16 | | entirety
from funds appropriated by the State to the Illinois | 17 | | Community College
Board as provided in Section 2-12.5 of the | 18 | | Public Community College Act .
| 19 | | (b) The
Illinois Community College Board shall establish
| 20 | | the standards for the
courses of instruction reimbursed
under | 21 | | this Section. The Illinois Community College Board shall | 22 | | supervise the
administration of the programs. The Illinois | 23 | | Community College Board shall
determine the cost
of instruction | 24 | | in accordance with standards established by the Illinois
| 25 | | Community College Board, including therein
other incidental | 26 | | costs as herein authorized, which shall serve as the basis of
|

| 1 | | State reimbursement in accordance with the provisions of the | 2 | | Public Community College Act this Section . In the
approval of | 3 | | programs and the determination of the cost of instruction, the
| 4 | | Illinois Community College Board shall provide
for the maximum | 5 | | utilization of federal
funds for such programs.
The Illinois | 6 | | Community College Board shall also provide for:
| 7 | | (1) the development of an index of need for program | 8 | | planning and for area
funding allocations, as defined by | 9 | | the Illinois Community College Board;
| 10 | | (2) the method for calculating hours of instruction, as | 11 | | defined by the
Illinois Community College Board, claimable
| 12 | | for reimbursement and a method to phase in
the calculation | 13 | | and for adjusting the calculations in cases where the | 14 | | services
of a program are interrupted due to circumstances | 15 | | beyond the control of the
program provider;
| 16 | | (3) a plan for the reallocation of funds to increase | 17 | | the amount allocated
for grants based upon program | 18 | | performance as set forth in subsection (d) below;
and
| 19 | | (4) the development of standards for determining | 20 | | grants based upon
performance as set forth in subsection | 21 | | (d) below and a plan for the phased-in
implementation of | 22 | | those standards.
| 23 | | For instruction provided by school districts and community | 24 | | college
districts beginning July 1, 1996 and thereafter, | 25 | | reimbursement
provided by
the Illinois Community College Board | 26 | | for
classes authorized by this Section
shall be provided from

| 1 | | funds appropriated for the reimbursement criteria set forth in | 2 | | subsection (c)
below.
| 3 | | (c) (Blank). Upon the annual approval of the Illinois | 4 | | Community College Board, reimbursement
shall be first provided | 5 | | for transportation, child care services, and other
special | 6 | | needs of the students directly related to instruction and then | 7 | | from the
funds remaining
an amount equal to the product of the | 8 | | total credit hours or units
of instruction approved by the | 9 | | Illinois Community College Board, multiplied by the
following:
| 10 | | (1) For adult basic education, the maximum | 11 | | reimbursement per
credit hour
or per unit of instruction | 12 | | shall be equal to (i) through fiscal year 2017, the general | 13 | | state aid per pupil
foundation level established in | 14 | | subsection (B) of Section 18-8.05, divided by
60, or (ii) | 15 | | in fiscal year 2018 and thereafter, the prior fiscal year | 16 | | reimbursement level multiplied by the Consumer Price Index | 17 | | for All Urban Consumers for all items published by the | 18 | | United States Department of Labor;
| 19 | | (2) The maximum reimbursement per credit hour or per | 20 | | unit of
instruction
in subparagraph (1) above shall be | 21 | | weighted for students enrolled in classes
defined as | 22 | | vocational skills and
approved
by the Illinois Community | 23 | | College Board by
1.25;
| 24 | | (3) The maximum reimbursement per credit hour or per | 25 | | unit of
instruction
in subparagraph (1) above shall be | 26 | | multiplied by .90 for students enrolled in
classes defined |

secondary
education programs and approved by the | 2 | | Illinois Community College Board;
| 3 | | (4) (Blank); and
| 4 | | (5) Funding
for program years after 1999-2000 shall be | 5 | | determined by the Illinois
Community College Board.
| 6 | | (d) (Blank). Upon its annual approval, the Illinois | 7 | | Community College Board
shall provide grants to eligible | 8 | | programs for supplemental
activities to improve or expand | 9 | | services under the Adult Education Act.
Eligible programs shall | 10 | | be determined based upon performance outcomes of
students in | 11 | | the programs as set by the Illinois Community College Board.
| 12 | | (e) (Blank). Reimbursement under this Section shall not | 13 | | exceed
the actual costs of the approved program.
| 14 | | If the amount appropriated to the Illinois Community | 15 | | College Board for
reimbursement under this Section is less than | 16 | | the amount required under
this Act, the apportionment shall
be | 17 | | proportionately reduced.
| 18 | | School districts and community college districts may | 19 | | assess students up
to $3.00 per credit hour, for classes other | 20 | | than Adult Basic Education level
programs, if needed to meet | 21 | | program costs.
| 22 | | (f) (Blank). An education plan shall be established for | 23 | | each adult or youth
whose
schooling has been interrupted and | 24 | | who is participating in the
instructional programs provided | 25 | | under this Section.
| 26 | | Each school board and community college shall keep an |

| 1 | | accurate and
detailed account of the
students assigned to and | 2 | | receiving instruction under this Section who
are subject to | 3 | | State reimbursement and shall submit reports of services
| 4 | | provided commencing with fiscal year 1997 as required by the | 5 | | Illinois
Community College Board.
| 6 | | For classes authorized under this Section, a credit hour or | 7 | | unit of
instruction is equal to 15 hours of direct instruction | 8 | | for students
enrolled in approved adult education programs at | 9 | | midterm and making
satisfactory progress, in accordance with | 10 | | standards established by the Illinois Community College Board.
| 11 | | (g) (Blank). Upon proof submitted to the Illinois
| 12 | | Department of Human Services of the payment of all claims | 13 | | submitted under
this Section, that Department shall apply for | 14 | | federal funds made
available therefor and any federal funds so | 15 | | received shall
be paid into the General Revenue Fund in the | 16 | | State Treasury.
| 17 | | School districts or community colleges providing classes | 18 | | under this Section
shall submit applications to the Illinois | 19 | | Community College Board for
preapproval in accordance with the | 20 | | standards established by the Illinois
Community College Board. | 21 | | Payments shall be made by the Illinois Community
College Board | 22 | | based upon approved programs. Interim expenditure reports may
| 23 | | be required by the Illinois Community College Board. Final
| 24 | | claims for the school year shall be submitted to the regional | 25 | | superintendents
for transmittal to the Illinois Community | 26 | | College Board. Final adjusted
payments shall be made by |

| 2 | | If a school district or community college district fails to | 3 | | provide, or
is providing unsatisfactory or insufficient | 4 | | classes under this Section,
the Illinois Community College | 5 | | Board may enter
into agreements with public or
private | 6 | | educational or other agencies other than the public schools for
| 7 | | the establishment of such classes.
| 8 | | (h) (Blank). If a school district or community college | 9 | | district establishes
child-care
facilities for the children of | 10 | | participants in classes established under
this Section, it may | 11 | | extend the use of these facilities to students who
have | 12 | | obtained employment and to other persons in the community whose
| 13 | | children require care and supervision while the parent or other | 14 | | person in
charge of the children is employed or otherwise | 15 | | absent from the home during
all or part of the day. It may make | 16 | | the facilities available before and
after as well as during | 17 | | regular school hours to school age and preschool
age children | 18 | | who may benefit thereby, including children who require care
| 19 | | and supervision pending the return of their parent or other | 20 | | person in
charge of their care from employment or other | 21 | | activity requiring absence
from the home.
| 22 | | The Illinois Community College Board shall
pay to the board | 23 | | the cost of care
in the facilities for any child who is a | 24 | | recipient of financial aid
under the Illinois Public Aid Code.
| 25 | | The board may charge for care of children for whom it | 26 | | cannot make
claim under the provisions of this Section. The |

| 1 | | charge shall not exceed
per capita cost, and to the extent | 2 | | feasible, shall be fixed at a level
which will permit | 3 | | utilization by employed parents of low or moderate
income. It | 4 | | may also permit any other State or local governmental agency
or | 5 | | private agency providing care for children to purchase care.
| 6 | | After July 1, 1970 when the provisions of Section 10-20.20 | 7 | | become
operative in the district, children in a child-care | 8 | | facility shall be
transferred to the kindergarten established | 9 | | under that Section for such
portion of the day as may be | 10 | | required for the kindergarten program, and
only the prorated | 11 | | costs of care and training provided in the Center for
the | 12 | | remaining period shall be charged to the Illinois Department of
| 13 | | Human Services or other persons or agencies paying for such | 14 | | care.
| 15 | | (i) (Blank). The provisions of this Section shall also | 16 | | apply to school
districts having a population exceeding | 17 | | 500,000.
| 18 | | (j) In addition to claiming reimbursement under this | 19 | | Section, a school
district may claim general State aid under | 20 | | Section 18-8.05 or evidence-based funding under Section | 21 | | 18-8.15 for any student
under age 21 who is enrolled in courses | 22 | | accepted for graduation from elementary
or high school and who | 23 | | otherwise meets the requirements of Section 18-8.05 or 18-8.15 , | 24 | | as applicable .

| 1 | | Section 10. The Adult Education Act is amended by changing | 2 | | Sections 1-3, 2-4, and 3-1 as follows:
| 3 | | (105 ILCS 405/1-3) (from Ch. 122, par. 201-3)
| 4 | | Sec. 1-3. Definitions. The following terms shall have the | 5 | | meanings respectively prescribed for
them, except as the | 6 | | context otherwise requires:
| 7 | | "Adult and Continuing Education" means academic | 8 | | instruction and educational services below the postsecondary | 9 | | level that increase an individual's ability to (i) read, write, | 10 | | and speak in English and perform mathematics or other | 11 | | activities necessary for the attainment of a secondary school | 12 | | diploma or its recognized equivalent and (ii) transition to | 13 | | postsecondary education and training or obtain employment | 14 | | organized,
systematic instruction,
and related educational | 15 | | services, for students enrolled in a program
conducted by a | 16 | | publicly supported educational institution. Such students
are | 17 | | beyond compulsory education age, not currently enrolled in a | 18 | | regular
elementary or high school, and are not seeking college
| 19 | | credit toward an associate degree or degree. The instruction | 20 | | may be
full-time or part-time for the purpose of providing | 21 | | students or groups with
opportunities for personal improvement | 22 | | and enrichment, preparation for
effective participation as | 23 | | citizens (including English for foreign-speaking
individuals), | 24 | | family life and parent education, elementary and high school
| 25 | | education, for which credit may be granted toward diploma |

| 1 | | requirements,
occupational and technical training and | 2 | | retraining .
| 3 | | "Board" means (i) the State Board of Education until July | 4 | | 1, 2001 and (ii)
the Illinois Community College Board on and | 5 | | after July 1, 2001 .

| 8 | | Sec. 2-4. Area Planning Councils. An On or before October | 9 | | 15, 1982, an Area
Planning Council shall be established within | 10 | | the boundaries of each
community college district. A | 11 | | representative of each approved adult education provider is | 12 | | required to participate on the Area Planning Council. Other | 13 | | members may include: | 14 | | (1) regional superintendents of schools; | 15 | | (2) representatives of school districts; | 16 | | (3) representatives of the community college | 17 | | district's career and technical education program; | 18 | | (4) representatives of the community college | 19 | | district's financial aid office; | 20 | | (5) representatives of the community college | 21 | | district's student services office; | 22 | | (6) representatives of local workforce boards under | 23 | | the federal Workforce Innovation and Opportunity Act; | 24 | | (7) persons with an interest in adult education | 25 | | services provided within the community college district; |

| 1 | | and | 2 | | (8) persons with an interest in adult education | 3 | | services provided within the Area Planning Council | 4 | | district, including, but not limited to, representatives | 5 | | of social service agencies, businesses and employers, | 6 | | vocational rehabilitation services of the Department of | 7 | | Human Services, and the Department of Employment Security. | 8 | | Each Area Planning Council must elect officers and develop | 9 | | bylaws that indicate the membership of the Council. The Area | 10 | | Planning Council chairperson must be a representative of an | 11 | | adult education provider approved by the Board. In areas where | 12 | | large multiple-provider Area Planning Councils exist, the | 13 | | Board may designate sub-areas within an Area Planning Council | 14 | | district to ensure maximum representation of need. The Board | 15 | | shall determine the guidelines for the bylaws and operation of | 16 | | the Area Planning Council.
| 17 | | On or before March 1 of each year each Area Planning | 18 | | Council shall submit
an annual Adult Education Plan for the | 19 | | area. The Area Adult Education Plan
shall provide for the | 20 | | development and coordination of adult education programs
in the | 21 | | area as prescribed by the Board. The Area Adult Education Plan | 22 | | must be aligned with Title II of the federal Workforce | 23 | | Innovation and Opportunity Act, the State Unified Plan, local | 24 | | workforce boards, and one-stop activities and must include | 25 | | involvement of the local Board-approved adult education | 26 | | workforce board representative. The local adult education |

| 1 | | workforce board representative is responsible for convening | 2 | | Area Planning Council chairpersons in a local workforce area to | 3 | | provide information
regarding the development of the Area Adult | 4 | | Education Plans and related federal Workforce Innovation and | 5 | | Opportunity Act activities. If the Board finds that the annual | 6 | | Area Adult Education
Plan submitted by the Area Planning | 7 | | Council meets the requirements of this
amendatory
Act of 1982 | 8 | | and the established standards and guidelines, the Board shall | 9 | | approve the Plan. The approval of adult education
programs
by | 10 | | the Board for reimbursement under Section 2-12.5 of the Public | 11 | | Community College Act
10-22.20
of the School Code shall be | 12 | | based on the Adult Education Plan approved for the
Area. The | 13 | | Area Adult Education Plan must be approved prior to funding | 14 | | being made available to an Area Planning Council district.
| 15 | | On or before March 1, 2002 and each year thereafter, the | 16 | | Board shall submit
an annual report to the Governor and the | 17 | | General
Assembly for adult education for the preceding school | 18 | | year. The annual
report shall include a summary of adult | 19 | | education needs and programs; the
number of students served, | 20 | | federal Workforce Innovation and Opportunity Act activities, | 21 | | high school equivalency information, credit hours or units of | 22 | | instruction, performance data, total adult education | 23 | | allocations, and State reimbursement for adult basic | 24 | | education, adult secondary education, English language | 25 | | acquisition, high school credit, integrated English literacy | 26 | | and , civics education, and bridge and integrated education

skills | 2 | | training programs ; the criteria used for program approval; and | 3 | | any
recommendations.

| 6 | | Sec. 3-1. Apportionment for Adult Education Courses. Any | 7 | | school district maintaining adult
education classes for the | 8 | | instruction of persons over 21 years of age
and youths under 21 | 9 | | years of age whose schooling has been interrupted
shall be | 10 | | entitled to claim an apportionment in accordance with the | 11 | | provisions
of Section 10-22.20 of the School Code and Section | 12 | | 2-4 of this Act.
Any public community college district | 13 | | maintaining adult education
classes for the instruction of | 14 | | those persons who (i) are 16 years of age or older, are not | 15 | | enrolled or required to be enrolled in a secondary school under | 16 | | State law, and are basic-skills deficient, (ii) do not have a | 17 | | secondary school diploma or its recognized equivalent and have | 18 | | not achieved an equivalent level of education, or (iii) are an | 19 | | English language learner over 21 years of age and youths
under | 20 | | 21 years of age whose schooling has been interrupted shall be
| 21 | | entitled to claim an apportionment in accordance with the | 22 | | provisions of
Section 2-16.02 of the Public Community College | 23 | | Act.
| 24 | | Reimbursement as herein provided shall be limited to adult | 25 | | basic education, adult secondary and high school equivalency |

| 1 | | testing education, high school credit, literacy, English | 2 | | language acquisition, integrated English literacy and civics | 3 | | education, integrated education and training in coordination | 4 | | with vocational skills training, and any other activities that | 5 | | to courses
regularly accepted for graduation from elementary or | 6 | | high schools and
for Americanization and high school | 7 | | equivalency testing review classes
which are approved by the | 8 | | Board.
| 9 | | If the amount appropriated for this purpose is less than | 10 | | the
amount required under the provisions of this Section, the | 11 | | apportionment
for local districts shall be
proportionately | 12 | | reduced.

| 2 | | Sec. 2-12. The State Board shall have the power and it | 3 | | shall be its duty:
| 4 | | (a) To provide statewide planning for community | 5 | | colleges as
institutions of higher education and to | 6 | | coordinate the programs, services
and activities of all | 7 | | community colleges in the State so as to encourage
and | 8 | | establish a system of locally initiated and administered
| 9 | | comprehensive community colleges.
| 10 | | (b) To organize and conduct feasibility surveys for new | 11 | | community
colleges or for the inclusion of existing | 12 | | institutions as community
colleges and the locating of new | 13 | | institutions.
| 14 | | (c) (Blank).
| 15 | | (c-5) In collaboration with the community colleges, to | 16 | | furnish information for State and federal accountability | 17 | | purposes, promote student and institutional improvement, | 18 | | and meet research needs. | 19 | | (d) To cooperate with the community colleges in | 20 | | collecting and maintaining student characteristics, | 21 | | enrollment and completion data, faculty and staff | 22 | | characteristics, financial data, admission standards, | 23 | | qualification and certification of
facilities, and any | 24 | | other issues facing community colleges.
| 25 | | (e) To enter into contracts with other governmental |

| 1 | | agencies and eligible
providers, such as local educational | 2 | | agencies, community-based
organizations of demonstrated | 3 | | effectiveness, volunteer literacy organizations
of | 4 | | demonstrated effectiveness, institutions of higher | 5 | | education, public and
private nonprofit agencies, | 6 | | libraries, and public housing authorities; to
accept | 7 | | federal funds and to plan with other State agencies when | 8 | | appropriate for
the allocation of such federal funds for | 9 | | instructional programs and student
services including such | 10 | | funds for adult education and literacy,
vocational and | 11 | | career and technical education, and retraining as may be | 12 | | allocated by
state and federal agencies for the aid of | 13 | | community colleges. To receive,
receipt for, hold in trust, | 14 | | expend and administer, for all purposes of this
Act, funds | 15 | | and other aid made available by the federal government or | 16 | | by other
agencies public or private, subject to | 17 | | appropriation by the General Assembly.
The changes to this | 18 | | subdivision (e) made by Public Act 91-830 this amendatory | 19 | | Act of the 91st
General
Assembly apply on and after July 1, | 20 | | 2001.
| 21 | | (f) To determine efficient and adequate standards for | 22 | | community
colleges for the physical plant, heating, | 23 | | lighting, ventilation,
sanitation, safety, equipment and | 24 | | supplies, instruction and teaching,
curriculum, library, | 25 | | operation, maintenance, administration and
supervision, | 26 | | and to grant recognition certificates to community |

| 1 | | colleges
meeting such standards.
| 2 | | (g) To determine the standards for establishment of | 3 | | community
colleges and the proper location of the site in | 4 | | relation to existing
institutions of higher education | 5 | | offering academic, occupational and
technical training | 6 | | curricula, possible enrollment, assessed valuation,
| 7 | | industrial, business, agricultural, and other conditions | 8 | | reflecting
educational needs in the area to be served; | 9 | | however, no community
college may be considered as being | 10 | | recognized nor may the establishment
of any community | 11 | | college be authorized in any district which shall be
deemed | 12 | | inadequate for the maintenance, in accordance with the | 13 | | desirable
standards thus determined, of a community | 14 | | college offering the basic
subjects of general education | 15 | | and suitable vocational and
semiprofessional and technical | 16 | | curricula.
| 17 | | (h) To approve or disapprove new units of instruction, | 18 | | research or
public service as defined in Section 3-25.1
of | 19 | | this Act submitted by the
boards of trustees of the | 20 | | respective community college districts of this

entity that has the | 8 | | power: (i) to acquire land, buildings, and other capital

(ii) to accept gifts and make grants for | 11 | | the use and benefit of the community
colleges or their | 12 | | students; (iii) to aid in the instruction and education of
| 13 | | students of community colleges; and (iv) to promote | 14 | | activities to acquaint
members of the community with the | 15 | | facilities of the various community
colleges.

Board on adult education policy and priorities. The | 7 | | State Board shall support statewide geographic | 8 | | distribution;
diversity of eligible providers; and the | 9 | | adequacy, stability, and
predictability of funding so as | 10 | | not to disrupt or diminish, but rather to
enhance, adult | 11 | | education and literacy services.

The State Board shall also provide | 4 | | for: | 5 | | (1) the development of an index of need for program | 6 | | planning and for area funding allocations, as defined by | 7 | | the State Board; | 8 | | (2) the method for calculating hours of instruction, as | 9 | | defined by the State Board, claimable for reimbursement and | 10 | | a method to phase in the calculation and for adjusting the | 11 | | calculations in cases in which the services of a program | 12 | | are interrupted due to circumstances beyond the control of | 13 | | the program provider; | 14 | | (3) a plan for the reallocation of funds to increase | 15 | | the amount allocated for grants based upon program | 16 | | performance; and | 17 | | (4) the development of standards, programs, and | 18 | | guidelines consistent with the federal Workforce | 19 | | Innovation and Opportunity Act. | 20 | | (b) For adult education instruction as listed under | 21 | | subdivision (o) of Section 2-12, the maximum generation rate | 22 | | for reimbursement per credit hour or per unit of instruction | 23 | | shall be equal to the community college system reimbursement | 24 | | rate for adult education divided by one-third. | 25 | | (c) Upon its annual approval, the State Board shall provide | 26 | | grants to eligible programs for activities to improve or expand |

| 1 | | services under the federal Workforce Innovation and | 2 | | Opportunity Act, Title II - Adult Education and Literacy. | 3 | | Eligible programs shall be determined based upon competitive | 4 | | processes and based on federal and State program | 5 | | considerations, as set by the State Board. | 6 | | (d) Reimbursement under this Section may not exceed the | 7 | | actual costs of the approved program. Approved programs may | 8 | | assess students, except those students receiving public aid | 9 | | under the Illinois Public Aid Code, up to $6.00 per credit hour | 10 | | or unit of instruction, not to exceed $30.00 per semester per | 11 | | student, if needed to meet program costs. | 12 | | (e) An education plan shall be established for each adult | 13 | | learner who is participating in the instructional programs | 14 | | provided under this Section. | 15 | | (f) Each adult education provider shall keep an accurate | 16 | | and detailed account of the students assigned to and receiving | 17 | | instruction under this Section who are enrolled in classroom | 18 | | instruction. Each adult education provider shall submit | 19 | | reports of services provided as required by the State Board. | 20 | | (g) For classes authorized under this Section, a credit | 21 | | hour or unit of instruction is equal to 15 hours of direct | 22 | | instruction for students enrolled in approved adult education | 23 | | programs at midterm and making satisfactory progress, in | 24 | | accordance with standards established by the State Board. | 25 | | (h) If an approved adult education provider fails to | 26 | | provide or is providing unsatisfactory or insufficient classes |
