SYNOPSIS AS INTRODUCED:

20 ILCS 5155/10

    Amends the Immigration Task Force Act. Provides that the Immigration Task Force shall report its findings and recommendations based upon its examination of issues to the Governor and the General Assembly on or before May 31, 2022 (currently, May 31, 2020). Repeals the Act on January 1, 2023 (currently, January 1, 2021). Effective immediately.

1    AN ACT concerning immigration.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Immigration Task Force Act is amended by
5changing Sections 5 and 10 as follows:
 
6    (20 ILCS 5155/5)
7    (Section scheduled to be repealed on January 1, 2021)
8    Sec. 5. Immigration Task Force.
9    (a) There is hereby established the Immigration Task Force.
10    (b) The Task Force shall consist of 24 members appointed as
11follows:
12        (1) one member appointed by the President of the
13    Senate;
14        (2) one member appointed by the Speaker of the House of
15    Representatives;
16        (3) one member appointed by the Minority Leader of the
17    Senate;
18        (4) one member appointed by the Minority Leader of the
19    House of Representatives;
20        (5) one representative of the Governor's Office;
21        (6) one representative of the Governor's Office of
22    Management and Budget;
23        (7) one representative of the Lieutenant Governor's

1    Office;
2        (8) the Executive Director of the Illinois Housing
3    Development Authority, or his or her designee;
4        (9) the Secretary of Human Services; or his or her
5    designee;
6        (10) the Director on Aging, or his or her designee;
7        (11) the Director of Commerce and Economic Opportunity
8    or his or her designee;
9        (12) the Director of Children and Family Services or
10    his or her designee;
11        (13) the Director of Public Health or his or her
12    designee;
13        (14) the Director of Healthcare and Family Services or
14    his or her designee;
15        (15) the Director of Human Rights or his or her
16    designee; and
17        (16) the Director of Employment Security or his or her
18    designee;
19        (17) the Chairman of the State Board of Education or
20    his or her designee;
21        (18) the Chairman of the Board of Higher Education or
22    his or her designee;
23        (19) the Chairman of the Illinois Community College
24    Board or his or her designee; and
25        (20) five representatives from organizations offering
26    aid or services to immigrants, appointed by the Governor.

1    (c) The Task Force shall convene as soon as practicable
2after the effective date of this Act, and shall hold at least
312 meetings. Members of the Task Force shall serve without
4compensation. The Department of Human Services, in
5consultation with any other State agency relevant to the issue
6of immigration in this State, shall provide administrative and
7other support to the Task Force.
8    (d) The Task Force shall examine the following issues:
9        (1) what the State of Illinois is currently doing to
10    proactively help immigrant communities in this State,
11    including whether such persons are receiving help to become
12    citizens, receiving help to become business owners, and
13    receiving aid for educational purposes;
14        (2) what can the State do going forward to improve
15    relations between the State and immigrant communities in
16    this State;
17        (3) what is the status of immigrant communities from
18    urban, suburban, and rural areas of this State, and whether
19    adequate support and resources have been provided to these
20    communities;
21        (4) the extent to which immigrants in this State are
22    being discriminated against;
23        (5) whether the laws specifically intended to benefit
24    immigrant populations in this State are actually having a
25    beneficial effect;
26        (6) the practices and procedures of the federal

1    Immigration and Customs Enforcement agency within this
2    State;
3        (7) the use and condition of detention centers in this
4    State; and
5        (8) all contracts in Illinois entered into with the
6    federal Immigration and Customs Enforcement agency,
7    including contracts with private detention centers, the
8    Illinois State Police, and the Secretary of State Division
9    of Motor Vehicles.
10    (e) The Task Force shall report its findings and
11recommendations based upon its examination of issues under
12subsection (d) to the Governor and the General Assembly on or
13before May 31, 2022 2020.
