SYNOPSIS AS INTRODUCED:

105 ILCS 5/10-20.73 new
105 ILCS 5/34-18.66 new

    Amends the School Code. For each school district, requires the State Board of Education to make available on its website, not later than January 1, 2022 and annually thereafter, the total number of personnel with a school support personnel endorsement. Provides that for each endorsement area, the State Board of Education must publish, among other required information, the following information about school support personnel: (i) those actively employed on a full-time basis, (ii) those actively employed on a part-time basis, and (iii) those actively employed by a special education joint agreement. Requires a school district to report the required information to the State Board of Education no later than November 16, 2021 and annually thereafter.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by adding Sections
52-3.182, 10-20.73, and 34-18.66 as follows:
 
6    (105 ILCS 5/2-3.182 new)
7    Sec. 2-3.182. Annual census of personnel holding school
8support personnel endorsements.
9    (a) In this Section:
10    "Pupil-to-school support personnel ratio" means the total
11number of students in a school district divided by the total
12number of school support personnel in each endorsement area
13providing services to students in that school district.
14    "School support personnel endorsement" means an
15endorsement affixed to a Professional Educator License as
16referenced in subparagraph (G) of paragraph (2) of Section
1721B-25 of this Code.
18    "Special education joint agreement" means an entity formed
19pursuant to Section 10-22.31 of this Code.
20    (b) Not later than January 1, 2022 and annually thereafter,
21the State Board of Education must make available on its website
22the following information for each school district as of
23November 1st of each year beginning in 2021:

1        (1) The total number of personnel with a school support
2    personnel endorsement and, for each endorsement area:
3            (A) those actively employed on a full-time basis by
4        the school district;
5            (B) those actively employed on a part-time basis by
6        the school district;
7            (C) those actively employed by a special education
8        joint agreement who provide services to students in the
9        school district; and
10            (D) individuals who are not full-time or part-time
11        employees of the school district or of a special
12        education joint agreement who provide services to
13        students in the school district under a contract with
14        the individuals or with an agency or organization that
15        employs the individuals.
16        (2) The pupil-to-school support personnel ratio for
17    each endorsement area of a school support personnel
18    endorsement in a school district, disaggregated by
19    personnel serving students in the school district in each
20    of the following grade levels:
21            (A) kindergarten through 5;
22            (B) 6 through 8; and
23            (C) 9 through 12.

14that information available on its website.
