Amends the School Code. For each school district, requires the State Board of Education to make available on its website, not later than January 1, 2022 and annually thereafter, the total number of personnel with a school support personnel endorsement. Provides that for each endorsement area, the State Board of Education must publish, among other required information, the following information about school support personnel: (i) those actively employed on a full-time basis, (ii) those actively employed on a part-time basis, and (iii) those actively employed by a special education joint agreement. Requires a school district to report the required information to the State Board of Education no later than November 16, 2021 and annually thereafter.

AN ACT concerning education.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The School Code is amended by adding Sections 2-3.182, 10-20.73, and 34-18.66 as follows:

Sec. 2-3.182. Annual census of personnel holding school support personnel endorsements.

(a) In this Section:

"Pupil-to-school support personnel ratio" means the total number of students in a school district divided by the total number of school support personnel in each endorsement area providing services to students in that school district.

"School support personnel endorsement" means an endorsement affixed to a Professional Educator License as referenced in subparagraph (G) of paragraph (2) of Section 21B-25 of this Code.

"Special education joint agreement" means an entity formed pursuant to Section 10-22.31 of this Code.

(b) Not later than January 1, 2022 and annually thereafter, the State Board of Education must make available on its website the following information for each school district as of November 1st of each year beginning in 2021:

(1) The total number of personnel with a school support personnel endorsement and, for each endorsement area:

(A) those actively employed on a full-time basis by the school district;

(B) those actively employed on a part-time basis by the school district;

(C) those actively employed by a special education joint agreement who provide services to students in the school district; and

(D) individuals who are not full-time or part-time employees of the school district or of a special education joint agreement who provide services to students in the school district under a contract with the individuals or with an agency or organization that employs the individuals.

(2) The pupil-to-school support personnel ratio for each endorsement area of a school support personnel endorsement in a school district, disaggregated by personnel serving students in the school district in each of the following grade levels:

(A) kindergarten through 5;

(B) 6 through 8; and

(C) 9 through 12.

Sec. 10-20.73. School support personnel reporting. No later than November 16, 2021 and each November 16th annually thereafter, each school district must report to the State Board of Education the information with regard to the school district as of November 1st of each year beginning in 2021 as described in subsection (b) of Section 2-3.182 of this Code and must make that information available on its website.
