SYNOPSIS AS INTRODUCED:

    Amends the Board of Higher Education Act. Requires every voting member of the governing board of a public university to complete professional development leadership training covering, among other topics, equity and student success. Amends the Public Community College Act. Requires every voting member of the board of trustees of a community college to complete professional development leadership training covering, among other topics, equity and student success.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Board of Higher Education Act is amended by
5changing Section 13 as follows:
 
6    (110 ILCS 205/13)
7    Sec. 13. Leadership training for university board members.
8    (a) The Board shall require every voting member of the
9governing board of a public university appointed for a term
10beginning after January 1, 2016 to complete a minimum of 4
11hours of professional development leadership training covering
12topics that shall include, but are not limited to, public
13university and labor law, contract law, ethics, sexual violence
14on campus, financial oversight and accountability, audits,
15equity, student success, and fiduciary responsibilities of a
16member of a governing board within 2 years after beginning
17service and within every 2 years of service thereafter.
18    (b) A public university shall maintain on its Internet
19website the names of all voting members of the governing board
20who have successfully completed the training.
21    (c) Beginning after the effective date of this amendatory
22Act of the 99th General Assembly, by July 31 of each year, the
23chairperson of each governing board shall certify to the Board

1the number of hours of training that each member received
2during the preceding fiscal year.
3    (d) If the certification indicates that a board member has
4not completed the training required under this Section, the
5Board shall send a notice to the Governor, the President of the
6Senate, the Minority Leader of the Senate, the Speaker of the
7House of Representatives, and the Minority Leader of the House
8of Representatives of that fact, and the governing board shall
9suspend the board member from continued service, at which
10point, the board member has 45 days to complete all training
11deemed incomplete as provided by the certification. Failure of
12the board member to complete the necessary training within this
13probationary period constitutes a resignation from and creates
14a vacancy in the governing board, to be filled as provided by
15law.
16    (e) The training under this Section may be provided by the
17Board or by other qualified providers approved by the Board.

19    Section 10. The Public Community College Act is amended by
20changing Section 3-8.5 as follows:
 
21    (110 ILCS 805/3-8.5)
22    Sec. 3-8.5. Community college trustee's leadership
23training.
24    (a) This Section applies to all community college districts

1with elected or appointed board trustees serving pursuant to
2this Article who have been elected or appointed after the
3effective date of this amendatory Act of the 99th General
4Assembly or appointed to fill a vacancy of at least one year's
5duration of an elected trustee after the effective date of this
6amendatory Act of the 99th General Assembly.
7    (b) Every voting member of a board under subsection (a) of
8this Section shall complete a minimum of 4 hours of
9professional development leadership training covering topics
10that shall include, but are not limited to, open meetings law,
11community college and labor law, freedom of information law,
12contract law, ethics, sexual violence on campus, financial
13oversight and accountability, audits, equity, student success,
14and fiduciary responsibilities of a community college trustee
15during the first, third, and fifth year of his or her term. The
16community college district shall maintain on its Internet
17website, if any, the names of all elected or appointed voting
18trustees of the board who have successfully completed the
19training, as well as the names of all elected or appointed
20voting trustees of the board who have not successfully
21completed the training, as required under this Section.
22    (c) The training under this Section may be provided by an
23association established under this Code for the purpose of
24training community college district board trustees or by other
25qualified providers approved by the State Board, in
26consultation with an association so established.

1    (d) The board member shall certify completion of the
2training required under this Section to the secretary of the
3board. If a board member does not satisfy all requirements
4provided in subsection (b) of this Section or the certification
5indicates that a board member has not completed the training,
6the secretary shall send a notice to all elected or appointed
7members serving on the board and the president or acting chief
8executive officer of the community college of that fact.
