SYNOPSIS AS INTRODUCED:

ILCON Art. I, Sec. 25 new

Proposes to amend the Bill of Rights Article of the Illinois Constitution. Provides that no law shall be passed on or after the effective date of the Constitutional Amendment that prohibits the ability of workers to join together and collectively bargain over wages, hours, and terms and conditions of employment through a representative of their own choosing, including any law that prohibits the right of private sector employers and employees to enter into and administer union-security agreements. Allows the General Assembly to establish reasonable amendments to existing law and establish reasonable exemptions relating to collective bargaining rights. Effective upon being declared adopted.

SENATE JOINT RESOLUTION

CONSTITUTIONAL AMENDMENT

RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES CONCURRING HEREIN, that there shall be submitted to the electors of the State for adoption or rejection at the general election next occurring at least 6 months after the adoption of this resolution a proposition to amend the Illinois Constitution in Article I by adding Section 25 as follows:

ARTICLE I

BILL OF RIGHTS

(ILCON Art. I, Sec. 25 new) SECTION 25. WORKERS' RIGHTS

No law shall be passed on or after the effective date of this Constitutional Amendment that prohibits the ability of workers to join together and collectively bargain over wages, hours, and terms and conditions of employment through a representative of their own choosing, including any law that prohibits the right of private sector employers and employees to enter into and administer union-security agreements. The General Assembly by law may establish reasonable amendments to existing law and establish reasonable exemptions relating to these rights.

SCHEDULE

This Constitutional Amendment takes effect upon being declared adopted in accordance with Section 7 of the Illinois Constitutional Amendment Act.
