SYNOPSIS AS INTRODUCED:
 
ILCON Art. I, Sec. 25 new

    Proposes to amend the Bill of Rights Article of the Illinois Constitution. Provides that no law shall be passed on or after the effective date of the Constitutional Amendment that prohibits the ability of workers to join together and collectively bargain over wages, hours, and terms and conditions of employment through a representative of their own choosing, including any law that prohibits the right of private sector employers and employees to enter into and administer union-security agreements. Allows the General Assembly to establish reasonable amendments to existing law and establish reasonable exemptions relating to collective bargaining rights. Effective upon being declared adopted.

3    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL
4ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
5CONCURRING HEREIN, that there shall be submitted to the
6electors of the State for adoption or rejection at the general
7election next occurring at least 6 months after the adoption of
8this resolution a proposition to amend the Illinois
9Constitution in Article I by adding Section 25 as follows:

BILL OF RIGHTS

13SECTION 25. WORKERS' RIGHTS
14    No law shall be passed on or after the effective date of
15this Constitutional Amendment that prohibits the ability of
16workers to join together and collectively bargain over wages,
17hours, and terms and conditions of employment through a
18representative of their own choosing, including any law that
19prohibits the right of private sector employers and employees
20to enter into and administer union-security agreements. The
21General Assembly by law may establish reasonable amendments to
22existing law and establish reasonable exemptions relating to

SCHEDULE
2    This Constitutional Amendment takes effect upon being
3declared adopted in accordance with Section 7 of the Illinois
4Constitutional Amendment Act.
