SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of William E. "Wild Bill" Dugan of Hancock,
4Maryland who passed away on January 10, 2020; and
 
5    WHEREAS, William Dugan was born on August 16, 1933; he grew
6up in West Virginia; he enlisted in the U.S. Army, serving
7three tours in Korea with the 82nd Airborne Division as a
8paratrooper; after returning to the U.S., he moved to Chicago
9with his uncle; and
 
10    WHEREAS, In Chicago, William Dugan joined the
11International Union of Operating Engineers Local 150, working
12as an equipment operator; he served as a business agent for the
13union from 1965 to 1984; he was elected Local 150's President
14Business Manager in 1986, a position he held until his
15retirement in 2008; he created the Local 150 Organizing
16Department and convinced the union's membership to establish an
17administrative dues structure to fund it; he helped negotiate
18significant wage and benefit increases in Heavy Highway and
19Building Agreements, which lasted until 2010; he established
20the Local 150 Legal Department in 2002; he convinced the union
21to increase dues in order to build the Wilmington training site
22in 2004, which opened in 2007 and was named for him after his
23retirement; he was also the former owner of the Old Country

2    WHEREAS, William Dugan was appointed to the Illinois State
3Toll Highway Authority by then Governor Jim Thompson; he also
4served on the Executive Board of the Chicago Federation of
5Labor and as a General Vice President of the International
6Union of Operating Engineers; and
 
7    WHEREAS, William Dugan was a lifelong Republican; he was an
8avid hunter and outdoorsman; he was also a Chicago Bears
9football fan; and
 
10    WHEREAS, William Dugan was preceded in death by his
11brother, Roger Dugan; and
 
12    WHEREAS, William Dugan is survived by his wife, Dorothy
13"Dottie" (Lynch) Dugan; his daughters, Billie Jean Fischer and
14Lisa Weller; his grandchildren, Brandon William Fischer and
15Luke Weller; his great-grandchildren, Natalie Fischer and
16Brandon William Fischer Jr.; his siblings, Joy, Dellan, Gary,
17Larry, and Hal; his many nieces and nephews; and his pet,
18Buster; therefore, be it
 
19    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL
20ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
21William E. "Wild Bill" Dugan and extend our sincere condolences

1to his family, friends, and all who knew and loved him; and be
2it further
 
3    RESOLVED, That a suitable copy of this resolution be
4presented to the family of William Dugan as an expression of
5our deepest sympathy.
