SENATE JOINT RESOLUTION

 
2    WHEREAS, It is highly fitting that the Illinois General
3Assembly pays honor and respect to the truly great individuals
4who have served our country and, in so doing, have gone above
5and beyond the call of duty in truly heroic acts; and
 
6    WHEREAS, Specialist Phillip Pannier was born on December 5,
71987 in Peoria; his parents were Donald and Robyn Amigoni
8Pannier; and
 
9    WHEREAS, SPC Phillip Pannier graduated in 2006 from
10Roanoke-Benson High School, where he was active in band, FFA,
11football, and soccer; and
 
12    WHEREAS, SPC Phillip Pannier began his military career with
13basic training at Fort Benning, Georgia; he achieved his rank
14of private first class, serving his home post at Fort Campbell,
15Kentucky; and
 
16    WHEREAS, SPC Phillip Pannier was killed in action on
17January 8, 2008, while serving in Operation Iraqi Freedom; he
18was posthumously promoted to the rank of specialist; and
 
19    WHEREAS, SPC Phillip Pannier was a member of St. Paul
20Lutheran Church in Benson; and

1    WHEREAS, SPC Phillip Pannier enjoyed being outdoors on the
2farm; he was also active with the Happy Hustlers 4-H Club and
3was an avid deer hunter; and
 
4    WHEREAS, SPC Phillip Pannier was preceded in death by his
5paternal and maternal grandparents, and his brother, Dale Opie
6Pannier; and
 
7    WHEREAS, SPC Phillip Pannier was survived by his parents;
8his brothers, Dan (Karin) Pannier and Benjamin Pannier; his
9sister-in-law, Tanya; his nieces and nephews, Kaitlyn, Karly,
10Kiefer, Jessica, Colton, and Dalana; and his fiancee, Jennifer
11Held; therefore, be it
 
12    RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL
13ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
14CONCURRING HEREIN, that we designate the portion of Illinois
15Route 116 from Roanoke to Metamora as the SPC Phillip J.
16Pannier Memorial Highway; and be it further
 
17    RESOLVED, That the Illinois Department of Transportation
18is requested to erect at suitable locations, consistent with
19State and federal regulations, appropriate plaques or signs
20giving notice of the name of the SPC Phillip J. Pannier
21Memorial Highway; and be it further

1    RESOLVED, That suitable copies of this resolution be
2delivered to the Secretary of the Illinois Department of
3Transportation, the Village of Metamora, the Village of
4Roanoke, and the family of Specialist Phillip Pannier.
