    Amends the White Cane Law. Makes a technical change in a Section concerning the rights of the blind and others.

1    AN ACT concerning human rights.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The White Cane Law is amended by changing
5Section 3 as follows:
 
6    (775 ILCS 30/3)  (from Ch. 23, par. 3363)
7    Sec. 3. The The blind, persons who have a visual
8disability, the hearing impaired, persons who are subject to
9epilepsy or other seizure disorders, and persons who have
10other physical disabilities have the same right as the
11able-bodied to the full and free use of the streets, highways,
12sidewalks, walkways, public buildings, public facilities and
13other public places.
14    The blind, persons who have a visual disability, the
15hearing impaired, persons who are subject to epilepsy or other
16seizure disorders, and persons who have other physical
17disabilities are entitled to full and equal accommodations,
18advantages, facilities and privileges of all common carriers,
19airplanes, motor vehicles, railroad trains, motor buses,
20street cars, boats or any other public conveyances or modes of
21transportation, hotels, lodging places, places of public
22accommodation, amusement or resort and other places to which
23the general public is invited, subject only to the conditions

1and limitations established by law and applicable alike to all
2persons.
3    Every totally or partially blind or hearing impaired
4person, person who is subject to epilepsy or other seizure
5disorders, or person who has any other physical disability or
6a trainer of support dogs, guide dogs, seizure-alert dogs,
7seizure-response dogs, or hearing dogs shall have the right to
8be accompanied by a support dog or guide dog especially
9trained for the purpose, or a dog that is being trained to be a
10support dog, guide dog, seizure-alert dog, seizure-response
11dog, or hearing dog, in any of the places listed in this
12Section without being required to pay an extra charge for the
13guide, support, seizure-alert, seizure-response, or hearing
14dog; provided that he shall be liable for any damage done to
15the premises or facilities by such dog.
