1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Governor's Office of New Americans Act is
5amended by changing Sections 5 and 10 as follows:
 
6    (15 ILCS 55/5)
7    Sec. 5. Governor's Office of New Americans.
8    (a) The Office of New Americans is hereby created in the
9Office of the Governor. The Office of New Americans shall
10maintain and continue to develop on behalf of the people of the
11State of Illinois a New Americans Immigrant Policy that builds
12upon the strengths of immigrants, their families, and their
13institutions, and expedites their journey towards
14self-sufficiency. The policy developed by the Office shall
15enable State government to more effectively assist immigrants
16in overcoming barriers to success and shall facilitate host
17communities' ability to capitalize on the assets of their
18immigrant populations.
19    (b) The Governor's Office of New Americans shall have the
20following duties:
21        (1) to welcome and support immigrants and refugees in
22    the State of Illinois;
23        (2) to promote and support immigrant and refugee

1    integration into the social, cultural, economic, and civic
2    life of the United States;
3        (3) to ensure access to quality English language
4    learning programs that support the successful integration
5    of immigrant adults;
6        (4) to coordinate the efforts of State, federal, and
7    local entities to support the effective social, economic,
8    linguistic, and civic integration of immigrants, refugees,
9    and the children of immigrants and refugees;
10        (5) to provide advice and leadership to the Governor,
11    members of the General Assembly, and other State
12    government officials on the challenges and opportunities
13    facing such entities with respect to immigrant and refugee
14    integration;
15        (6) to evaluate the scale, quality, and effectiveness
16    of State initiatives with respect to immigrant and refugee
17    social and economic integration;
18        (7) to identify the anticipated effects of new State
19    government policies on integration efforts and provide
20    strategic advice to the Governor on how to address
21    effects, gaps, and needs created by such policies;
22        (8) to ensure the inclusion of the perspectives of
23    immigrants and refugees with respect to paragraphs (1)
24    through (7);
25        (9) to develop a coordinated New Americans Plan for
26    the State that responds effectively and comprehensively to

1    immigrant and refugee integration issues, and includes
2    policy recommendations; and
3        (10) to submit to the Governor and the General
4    Assembly the New Americans Plan annual report, describing
5    the activities, accomplishments, and recommendations of
6    the Office.
7    (c) The Governor's Office of New Americans shall identify
8strategic partnerships with State agencies under the
9jurisdiction of the Governor in an effort to implement best
10practices, policies, and procedures and make recommendations
11for statewide policy and administrative changes. The
12Governor's Office of New Americans shall also monitor
13completion of New Americans Plans at each State agency level.

16    Sec. 10. State agency New Americans Plans New American
17Plans. Each State agency under the jurisdiction of the
18Governor shall develop a New American Plan that incorporates
19effective training and resources, ensures language access and
20culturally and linguistically competent and appropriate
21services, and includes administrative practices that reach out
22to and reflect the needs of the immigrant refugees populations
23and populations with limited English proficiency. Each State
24agency under the jurisdiction of the Governor shall integrate
25guidance and recommendations made by the Governor's Office of

1New Americans statewide plan consider the New Americans
2Immigrant Policy Council's recommendations in creating the
3agency's plans. Agency plans shall should be submitted to the
4Governor's Office of New Americans Governor for approval.
