    Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning certificates of title.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by
5changing Section 3-100 as follows:
 
6    (625 ILCS 5/3-100)  (from Ch. 95 1/2, par. 3-100)
7    Sec. 3-100. Definitions. For the the purposes of this
8Chapter, the following words shall have the meanings ascribed
9to them:
10    "Electronic" includes electrical, digital, magnetic,
11optical, electromagnetic, or any other form of technology that
12entails capabilities similar to these technologies.
13    "Electronic record" means a record generated,
14communicated, received, or stored by electronic means for use
15in an information system or for transmission from one
16information system to another.
17    "Electronic signature" means a signature in electronic
18form attached to or logically associated with an electronic
19record.
20    "Owner" means a person who holds legal document of
21ownership of a vehicle, limited to a certificate of origin,
22certificate of title, salvage certificate, or junking
23certificate. However, in the event a vehicle is the subject of

1an agreement for the conditional sale or lease thereof with
2the right of purchase upon performance of the conditions
3stated in the agreement and with an immediate right of
4possession vested in the conditional vendee or lessee, or in
5the event a mortgagor of such vehicle is entitled to
6possession, then such conditional vendee or lessee or
7mortgagor shall be deemed the owner for the purpose of this
8Chapter, except as provided under paragraph (c) of Section
93-118.
10    "Record" means information that is inscribed, stored, or
11otherwise fixed on a tangible medium or that is stored in an
12electronic or other medium and is retrievable in perceivable
13form.
14    "Signature" or "signed" includes any symbol executed or
15adopted, or any security procedure employed or adopted, using
16electronic means or otherwise, by or on behalf of a person with
17intent to authenticate a record.
18    "Vehicle" means a vehicle as defined in Section 1-217 of
19this Code. Unless otherwise specified, "vehicle" also means a
20"manufactured home" as defined in Section 1-144.03 of this
21Code.
