SYNOPSIS AS INTRODUCED:
 
110 ILCS 305/120 new
110 ILCS 520/100 new

    Amends various Acts relating to the governance of public universities in Illinois. Requires the governing board of each public university to ensure the existence of a tenure track for a defined percentage, to be set by board policy, of undergraduate faculty in which the criteria for securing tenure shall be predominantly devoted to (1) excellence in teaching, (2) demonstrated fluency with and competency in the foundational texts within the field being taught and the ability to convey them to students, (3) an instructional style that adapts readily to student needs, interests, and problems, and (4) the demonstration of a constant improvement mindset. Provides that the board shall have ultimate authority over the substantive decision of whether a specific individual should, or should not, secure tenure.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The University of Illinois Act is amended by
5adding Section 120 as follows:
 
6    (110 ILCS 305/120 new)
7    Sec. 120. Faculty tenure.
8    (a) The Board of Trustees shall ensure the existence of a
9tenure track for a defined percentage, to be set by Board
10policy, of undergraduate faculty in which the criteria for
11securing tenure shall be predominantly devoted to all of the
12following:
13        (1) Excellence in teaching, as evidenced by:
14            (A) setting high standards for students that help
15        them attain academic excellence;
16            (B) student comprehension and understanding of the
17        material, including grade distributions if requested
18        by the Board;
19            (C) assigning a rigorous quantity of work; and
20            (D) requiring high quality work from students to
21        succeed in class.
22        (2) Demonstrated fluency with and competency in the
23    foundational texts within the field being taught and the

1    ability to convey them to students, which may be evidenced
2    by:
3            (A) academic history;
4            (B) course descriptions and syllabi for courses
5        taught and the number of students taught;
6            (C) a statement of teaching philosophy; and

8        (3) An instructional style that adapts readily to
9    student needs, interests, and problems, including actively
10    working with individual students to help them improve
11    their scholarly or artistic performance.
12        (4) The demonstration of a constant improvement
13    mindset, including through the use of data and research
14    identifying methods to improve student outcomes.
15    (b) The Board shall have ultimate authority over the
16substantive decision of whether a specific individual should,
17or should not, secure tenure under this Section.
 
18    Section 10. The Southern Illinois University Management
19Act is amended by adding Section 100 as follows:
 
20    (110 ILCS 520/100 new)
21    Sec. 100. Faculty tenure.
22    (a) The Board shall ensure the existence of a tenure track
23for a defined percentage, to be set by Board policy, of

5adding Section 5-210 as follows:
 
6    (110 ILCS 660/5-210 new)
7    Sec. 5-210. Faculty tenure.
8    (a) The Board shall ensure the existence of a tenure track
9for a defined percentage, to be set by Board policy, of
10undergraduate faculty in which the criteria for securing
11tenure shall be predominantly devoted to all of the following:
12        (1) Excellence in teaching, as evidenced by:

8undergraduate faculty in which the criteria for securing
9tenure shall be predominantly devoted to all of the following:
10        (1) Excellence in teaching, as evidenced by:

12        them attain academic excellence;
13            (B) student comprehension and understanding of the
14        material, including grade distributions if requested
15        by the Board;

19for a defined percentage, to be set by Board policy, of
20undergraduate faculty in which the criteria for securing
21tenure shall be predominantly devoted to all of the following:
22        (1) Excellence in teaching, as evidenced by:
23            (A) setting high standards for students that help

6for a defined percentage, to be set by Board policy, of
7undergraduate faculty in which the criteria for securing
8tenure shall be predominantly devoted to all of the following:
9        (1) Excellence in teaching, as evidenced by:

18undergraduate faculty in which the criteria for securing
19tenure shall be predominantly devoted to all of the following:
20        (1) Excellence in teaching, as evidenced by:
