SYNOPSIS AS INTRODUCED:
 
25 ILCS 120/7 new

    Amends the Compensation Review Act. Provides that members of the General Assembly are prohibited from receiving and shall not receive any increase in compensation that would otherwise apply based on a cost of living adjustment for or during the fiscal year beginning July 1, 2021. Provides that members of the General Assembly are prohibited from receiving and shall not receive any increase in compensation that would otherwise apply based on a cost of living adjustment for terms commencing on or after July 1, 2021, unless otherwise approved by law. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Compensation Review Act is amended by
5adding Section 7 as follows:
 
6    (25 ILCS 120/7 new)
7    Sec. 7. General Assembly COLAs prohibited.
8    (a) Notwithstanding any former or current provision of
9this Act, any other law, any report of the Compensation Review
10Board, or any resolution of the General Assembly to the
11contrary, members of the General Assembly are prohibited from
12receiving and shall not receive any increase in compensation
13that would otherwise apply based on a cost of living
14adjustment, as authorized by Senate Joint Resolution 192 of
15the 86th General Assembly, for or during the fiscal year
16beginning July 1, 2021.
17    (b) Notwithstanding any former or current provision of
18this Act, any other law, any report of the Compensation Review
19Board, or any resolution of the General Assembly to the
20contrary, members of the General Assembly are prohibited from
21receiving and shall not receive any increase in compensation

3    Section 99. Effective date. This Act takes effect upon
4becoming law.
