SYNOPSIS AS INTRODUCED:
 
20 ILCS 2310/2310-23 new

    Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Requires the Department of Public Health to create the Food Desert Remediation Program, under which the Department, subject to appropriation, shall allocate funds as grants or loans to entities for which more than 50% of their annual revenue is derived from the sale of fresh fruit, vegetables, and other healthful whole foods within food deserts. Provides that the Department may require that grant and loan recipients under the Program be in compliance with the Prevailing Wage Act. Provides that the Department shall adopt rules for the implementation of the provisions.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Public Health Powers and
5Duties Law of the Civil Administrative Code of Illinois is
6amended by adding Section 2310-23 as follows:
 
7    (20 ILCS 2310/2310-23 new)
8    Sec. 2310-23. Food Desert Remediation Program.
9    (a) In this Section:
10    "Compliant entity" means any entity for which more than
1150% of its annual revenue is derived from the sale of fresh
12fruit, vegetables, and other healthful whole foods within food
13deserts.
14    "Food desert" means a location identified within Illinois
15as a food desert in the report under Section 2310-22.
16    (b) The Department shall create the Food Desert
17Remediation Program, under which the Department shall, subject
18to appropriation by the General Assembly, allocate funds as
19grants or loans to compliant entities.
20    (c) The Department may, at its discretion, require that
21grant and loan recipients under the Food Desert Remediation
22Program be in compliance with the Prevailing Wage Act.
23    (d) The Department shall adopt rules for the
