SYNOPSIS AS INTRODUCED:

25 ILCS 130/8A-60 new

    Amends the Legislative Commission Reorganization Act of 1984. Provides for the acquisition and placement of statues depicting: (1) President Ronald W. Reagan; and (2) President Barack H. Obama. Provides that the Architect of the Capitol may provide for the design and fabrication of the statues, or may otherwise acquire, using funds collected for such purpose or a statue donated to the Office of the Architect of the Capitol, a suitable statue for placement. Requires the Architect of the Capitol to take actions necessary to provide for the placement and unveiling of the statues within specified periods of time. Requires the Architect of the Capitol to issue a report to the Governor and General Assembly detailing his or her actions in acquiring and placing the statues. Provides that the Capitol Restoration Trust Fund shall contain separate accounts for the deposit of funds donated for the payment of expenses associated with the placement of the statues. Provides that the separate accounts may accept deposits from any source, whether private or public, and may be appropriated only for use by the Architect of the Capitol for expenses associated with the acquisition, placement, and maintenance of the statues.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Legislative Commission Reorganization Act
5of 1984 is amended by changing Section 8A-35 and by adding
6Section 8A-60 as follows:
 
7    (25 ILCS 130/8A-35)
8    Sec. 8A-35. Capitol Restoration Trust Fund;
9appropriations.
10    (a) The Capitol Restoration Trust Fund is created as a
11special fund within the State treasury. The Fund may accept
12deposits from any source, whether private or public, and may
13be appropriated only for the use of the Architect of the
14Capitol in the performance of his or her powers and duties. The
15Architect of the Capitol may seek private and public funds for
16deposit into the Capitol Restoration Trust Fund.
17    (a-5) The Capitol Restoration Trust Fund shall contain a
18separate account for the deposit of funds donated for the
19payment of expenses associated with the placement of a
20Presidential Statue on the grounds of the State Capitol
21Building depicting President Ronald W. Reagan, as provided
22under Section 8A-60. The separate account may accept deposits

1appropriated only for use by the Architect of the Capitol for
2expenses associated with the acquisition, placement, and
3maintenance of the Presidential Statue authorized under
4subsection (a) of Section 8A-60. The Architect of the Capitol
5may seek private and public funds for deposit into the
6separate account of the Capitol Restoration Trust Fund
7established under this subsection (a-5).
8    (a-10) The Capitol Restoration Trust Fund shall contain a
9separate account for the deposit of funds donated for the
10payment of expenses associated with the placement of a
11Presidential Statue on the grounds of the State Capitol
12Building depicting President Barack H. Obama, as provided
13under Section 8A-60. The separate account may accept deposits
14from any source, whether private or public, and may be
15appropriated only for use by the Architect of the Capitol for
16expenses associated with the acquisition, placement, and
17maintenance of the Presidential Statue authorized under
18subsection (b) of Section 8A-60. The Architect of the Capitol
19may seek private and public funds for deposit into the
20separate account of the Capitol Restoration Trust Fund
21established under this subsection (a-10).
22    (b) The Architect of the Capitol shall submit all budget
23requests to implement the master plan that relate to areas of
24the legislative complex other than the State Capitol Building
25to the Capitol Historic Preservation Board for review and
26comment. The Architect of the Capitol shall submit all budget

1requests to the Board of the Office of the Architect of the
2Capitol for approval.

5    Sec. 8A-60. State Capitol Presidential statues.
6    (a) The Architect of the Capitol, at the direction of the
7Board of the Office of the Architect of the Capitol, shall
8provide for the acquisition and placement of a statue on the
9grounds of the State Capitol Building depicting 40th President
10of the United States Ronald W. Reagan. The Architect of the
11Capitol may provide for the design and fabrication of the
12statue, or may otherwise acquire, using funds collected for
13such purpose or a statue donated to the Office of the Architect
14of the Capitol, a suitable statue for placement under this
15Section.
16    (b) The Architect of the Capitol, at the direction of the
17Board of the Office of the Architect of the Capitol, shall
18provide for the acquisition and placement of a statue on the
19grounds of the State Capitol Building depicting 44th President
20of the United States Barack H. Obama. The Architect of the
21Capitol may provide for the design and fabrication of the
22statue, or may otherwise acquire, using funds collected for
23such purpose or a statue donated to the Office of the Architect
24of the Capitol, a suitable statue for placement under this
25Section.

1    (c) The Architect of the Capitol, at the direction of the
2Board of the Office of the Architect of the Capitol, shall take
3actions necessary to provide for the placement and unveiling
4of the statues authorized under this Section within a
5reasonable period of time after the effective date of this
6amendatory Act of the 102nd General Assembly. Prior to the
7placement of the statues on the grounds of the Capitol, the
8Architect of the Capitol shall issue a report detailing his or
9her actions in acquiring and placing the statues specified
10under this subsection (c). The report shall be delivered to
11the Governor and the General Assembly.
