SYNOPSIS AS INTRODUCED:

430 ILCS 66/50

Amends the Firearm Concealed Carry Act. Provides that if a concealed carry license expires the license shall remain in effect for a period of 6 months after its expiration date. Provides that a license shall not be revoked during that 6-month period for failure to renew the license or for failure of the Illinois State Police to act upon the license renewal application within that period.

A BILL FOR

AN ACT concerning safety.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Firearm Concealed Carry Act is amended by changing Section 50 as follows:

Sec. 50. License renewal.

(a) This subsection (a) applies through the 180th day following July 12, 2019 (the effective date of Public Act 101-80) this amendatory Act of the 101st General Assembly. The Illinois State Police shall, 180 days prior to the expiration of a concealed carry license, notify each person whose license is to expire a notification of the expiration of the license and instructions for renewal. Applications for renewal of a license shall be made to the Illinois State Police. A license shall be renewed for a period of 5 years upon receipt of a completed renewal application, completion of 3 hours of training required under Section 75 of this Act, payment of the applicable renewal fee, and completion of an investigation under Section 35 of this Act. The renewal application shall contain the information required in Section 30 of this Act, except that the applicant need not resubmit a full set of fingerprints.

(b) This subsection (b) applies on and after the 181st day following July 12, 2019 (the effective date of Public Act 101-80) this amendatory Act of the 101st General Assembly. Applications for renewal of a license shall be made to the Illinois State Police. A license shall be renewed for a period of 5 years from the date of expiration on the applicant's current license upon the receipt of a completed renewal application, completion of 3 hours of training required under Section 75 of this Act, payment of the applicable renewal fee, and completion of an investigation under Section 35 of this Act. The renewal application shall contain the information required in Section 30 of this Act, except that the applicant need not resubmit a full set of fingerprints. If a license expires the license shall remain in effect for a period of 6 months after its expiration date. A license shall not be revoked during that 6-month period for failure to renew the license or for failure of the Illinois State Police to act upon the license renewal application within that period.
