SYNOPSIS AS INTRODUCED:
 
105 ILCS 5/27-23.17 new

    Amends the Courses of Study Article of the School Code. Requires the State Board of Education to develop a curriculum relating to the Native American experience for students in kindergarten through grade 12. Provides for the State Board of Education to consult Native American tribes and individuals in developing the curriculum. Requires the implementation of the Native American curriculum starting in the 2023-2024 school year. Requires the State Board of Education to report progress of developing the curriculum to the General Assembly. Effective immediately.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by adding Section
527-23.17 as follows:
 
6    (105 ILCS 5/27-23.17 new)
7    Sec. 27-23.17. Native American curriculum.
8    (a) To achieve the goal of studying Native American
9curriculum in order to inspire students to respect the dignity
10of all races and peoples and to forever abandon discrimination
11the State Board of Education shall:
12        (1) develop a curriculum relating to the Native
13    American experience, including the history of Native
14    Americans in Illinois and the Midwest, including
15    individual Native American contributions made in the
16    fields of government, arts, humanities, sciences as well
17    as contributions of Native American communities to the
18    economic, cultural, social and political development of
19    our country and State;
20        (2) ensure that the federally recognized Native
21    American tribes and individuals, as well as advocacy
22    groups are given the opportunity to collaborate in the
23    development of the curriculum;

1        (3) verify that any individual advocating on behalf of
2    a specific tribe can provide insight about that tribe and
3    is a member of that tribe;
4        (4) seek input from tribes with historical ties to
5    Illinois and the Midwest;
6        (6) make the curriculum available to school districts;
7    and
8        (6) provide professional development to teachers and
9    administrators relating to the curriculum.
10    (b) The curriculum required by this Section must be:
11        (1) for students in kindergarten through grade 12;
12        (2) related to the Native American experience in
13    Illinois and throughout the Midwest, including tribal
14    history, sovereignty issues, culture, treaty rights,
15    government, socioeconomic experiences, and current events;
16        (3) historically accurate, culturally relevant,
17    community-based, contemporary, and developmentally
18    appropriate; and
19        (4) aligned with the academic content standards
20    adopted under current statutes.
21    (c) The State Board of Education may contract for the
22development of the curriculum under this Section or for the
23provision of professional development.
24    (d) Commencing the 2023-2024 school year and continuing
25each year thereafter, school districts must implement the
26curriculum developed under this Section for students in

1kindergarten through grade 12.
2    (e) The State Board of Education shall report on the
3status of the implementation of this amendatory Act of this
4amendatory Act of the 102nd General Assembly to the General
5Assembly by January 1, 2023 and by May 1, 2023.
6    (f) The regional superintendent of schools shall monitor a
7school district's compliance with this Section's curricular
8requirements during annual compliance visits.
 
9    Section 99. Effective date. This Act takes effect upon
10becoming law.
