SYNOPSIS AS INTRODUCED:
 
20 ILCS 105/4.17 new

    Amends the Illinois Act on the Aging. Requires the Department on Aging to establish a program to provide rebates for persons 60 years of age and older to purchase and install video doorbells on their property. Requires the rebate to cover the cost of the video doorbell, including the cost of installation, and video recording subscription fees. Requires the Department to work in partnership with Area Agencies on Aging to administer and promote the program. Provides that eligible persons may apply for a program rebate through their local Area Agency on Aging in a form and manner prescribed by the Department. Provides that applicants must, at a minimum, satisfy the following requirements to receive a rebate: (i) the applicant must be the owner or tenant of a property that is used as a residence located in the State; (ii) the video doorbell must have been purchased and installed on the applicant's property or residence on or after the effective date of the amendatory Act; (iii) the video doorbell must be designed for outdoor use and installed on the exterior of the property or residence. Provides that only one video doorbell per property or residence is eligible for a rebate. Grants the Department rulemaking authority.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Act on the Aging is amended by
5adding Section 4.17 as follows:
 
6    (20 ILCS 105/4.17 new)
7    Sec. 4.17. Senior safety initiative; video doorbell rebate
8program.
9    (a) As used in this Section, "video doorbell" means an
10Internet-enabled doorbell, equipped with a camera or
11microphone, or both, that: (1) notifies the smartphone,
12computer, or similar Internet-enabled mobile device of a user
13when a guest arrives at the entrance of the door; (2) is
14activated when the guest presses the button of the doorbell,
15or alternatively, when the doorbell senses a guest with its
16built-in monition sensors or is activated remotely by the user
17of the doorbell through the user's smartphone, computer, or
18similar Internet-enabled mobile device; and (3) allows the
19user using the smartphone, computer, or other Internet-enabled
20device to watch and talk with the guest by using the doorbell's
21built-in camera and microphone.
22    (b) The Department on Aging shall establish a program to
23provide rebates for persons 60 years of age and older to

1purchase and install video doorbells on their property.
2Rebates may be issued for: the cost of the video doorbell,
3including the cost of installation; and video recording
4subscription fees paid by an eligible person. The Department
5shall work in partnership with Area Agencies on Aging to
6administer and promote the program. Eligible persons may apply
7for a program rebate through their local Area Agency on Aging
8in a form and manner prescribed by the Department. Applicants
9must, at a minimum, satisfy the following requirements to
10receive a rebate under the program:
11        (1) The applicant must be the owner or tenant of a
12    property that is used as a residence located in the State.
13    If a tenant, the applicant must provide documentation from
14    the property owner approving the installation of the video
15    doorbell on the property.
16        (2) The video doorbell must have been purchased and
17    installed on the applicant's property or residence on or
18    after the effective date of this amendatory Act of the
19    102nd General Assembly.
20        (3) The video doorbell must be designed for outdoor
21    use and installed on the exterior of the property or
22    residence. Only one video doorbell per property or
23    residence is eligible for a rebate.
24    (c) The Department may adopt any rules necessary to
25implement this Section.
