SYNOPSIS AS INTRODUCED:
 
30 ILCS 5/3-2.5 new

    Amends the Illinois State Auditing Act. Provides that the Auditor General shall, on an annual basis, conduct a performance audit of all boards and commissions, and other similar entities, that receive State funds, for the purpose of ensuring that such boards and commissions are holding meetings and performing their stated duties. Provides that if a performance audit finds that a board or commission has not held a meeting or performed any of its stated duties within the year prior to the audit, then that board or commission shall be dissolved. Directs the Auditor General to certify to the Governor and the General Assembly the results of its performance audits. Directs the Legislative Reference Bureau to prepare legislation repealing the enabling laws of the board and commissions identified.

1    AN ACT concerning finance.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois State Auditing Act is amended by
5adding Section 3-2.5 as follows:
 
6    (30 ILCS 5/3-2.5 new)
7    Sec. 3-2.5. Board and commission audit.
8    (a) In addition to any other audit required under this
9Act, the Auditor General shall, on an annual basis, conduct a
10performance audit of all boards and commissions, and other
11similar entities, that receive State funds, for the purpose of
12ensuring that such boards and commissions are holding meetings
13and performing their stated duties. If a performance audit
14conducted under this Section finds that a board or commission
15has not held a meeting or performed any of its stated duties
16within the year prior to the audit, then that board or
17commission shall be dissolved.
18    (b) The Auditor General shall certify to the Governor and
19the General Assembly the results of the annual performance
20audit under subsection (a), identifying those board or
21commissions that have not held a meeting or performed any of
22their stated duties within the year prior to the audit. The
23Auditor General shall provide a copy of the certification to

1the Legislative Reference Bureau, which shall draft the
2legislation necessary to repeal the enabling laws of those
3board and commissions so identified.
