SYNOPSIS AS INTRODUCED:
 
20 ILCS 505/17a-16 new

    Amends the Children and Family Services Act. Creates the Children and Family Services Oversight Commission within the Department of Children and Family Services to report on the effectiveness of its child welfare services and programs by examining and reporting annually to the General Assembly on the following: (1) the status of current issues that impede or disrupt the delivery of services to children and families served by the Department; (2) the fiscal health of the Department, including any budgetary challenges or restraints that undermine the effective performance of the Department's statutory duties and responsibilities; and (3) a general assessment on youth in the custody or guardianship of the Department, with an emphasis on the Department's efforts to proactively and promptly identify and address systemic issues that negatively impact the experience of youth in care during the child welfare process. Contains provisions on the Commission's members, meetings, and reporting requirements.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Children and Family Services Act is amended
5by adding Section 17a-16 as follows:
 
6    (20 ILCS 505/17a-16 new)
7    Sec. 17a-16. Children and Family Services Oversight
8Commission.
9    (a) The Children and Family Services Oversight Commission
10is created within the Department of Children and Family
11Services to report on the effectiveness of its child welfare
12services and programs by examining and reporting annually to
13the General Assembly on the following:
14        (1) The status of current issues that impede or
15    disrupt the delivery of services to children and families
16    served by the Department.
17        (2) The fiscal health of the Department and its
18    programs, including any budgetary challenges or restraints
19    that undermine the effective performance of the
20    Department's statutory duties and responsibilities.
21        (3) A general assessment on youth in the custody or
22    guardianship of the Department, with an emphasis on the
23    Department's efforts to proactively and promptly identify

1    and address systemic issues that negatively impact the
2    experience of youth in care during the child welfare
3    process.
4    (b) The Commission shall consist of the following members:
5        (1) One member of the House of Representatives
6    appointed by the Speaker of the House of Representatives.
7        (2) One member of the Senate appointed by the
8    President of the Senate.
9        (3) One member of the House of Representatives
10    appointed by the Minority Leader of the House of
11    Representatives.
12        (4) One member of the Senate appointed by the Minority
13    Leader of the Senate.
14        (5) One member from the Illinois Collaboration on
15    Youth appointed by the Governor.
16        (6) One member from the Department of Children and
17    Family Services appointed by the Governor.
18        (7) One member from the Office of the Cook County
19    Public Guardian appointed by the Governor.
20        (8) One member from the Illinois Chapter of Foster
21    Care Alumni of America appointed by the Governor.
22        (9) One member from a statewide labor organization
23    representing employees at the Department of Children and
24    Family Services.
25    (c) The members of the Commission shall receive no
26compensation.

1    (d) The Commission shall meet quarterly beginning as soon
2as practicable after the effective date of this amendatory Act
3of the 102nd General Assembly.
4    (e) The Commission shall submit its first annual report to
5the General Assembly within one year after all members have
6been selected to the Commission.
