SYNOPSIS AS INTRODUCED:
 
See Index

    Amends various Acts relating to the governance of public universities and community colleges in Illinois. Requires the governing board of each public university or a community college to notify a part-time or non-tenure track faculty member about the status of enrollment of the class the faculty member was hired to teach at least 30 days before the beginning of a term and again at 14 days before the beginning of the term. Requires the governing board of each public university and community college district to provide an adjunct professor or part-time or non-tenure track faculty member hired to teach a class on campus during an academic term with free campus parking or full reimbursement for the cost of campus parking for that academic term.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The University of Illinois Act is amended by
5renumbering and changing Section 120, as added by Public Act
6102-260, and by adding Section 160 as follows:
 
7    (110 ILCS 305/135)
8    Sec. 135 120. Adjunct professor or part-time or non-tenure
9track faculty member; status of class.
10    (a) At least 30 days before the beginning of a term and
11again at 14 days before the beginning of the term, the Board of
12Trustees must notify an adjunct professor about the status of
13enrollment of the class the adjunct professor was hired to
14teach.
15    (a-5) At least 30 days before the beginning of a term and
16again at 14 days before the beginning of the term, the Board of
17Trustees must notify a part-time or non-tenure track faculty
18member about the status of enrollment of the class the faculty
19member was hired to teach.
20    (b) This Section does not apply if the Governor has
21declared a disaster due to a public health emergency or a
22natural disaster pursuant to Section 7 of the Illinois
23Emergency Management Agency Act.

1    (c) Collective bargaining agreements that are in effect on
2January 1, 2022 (the effective date of Public Act 102-260)
3this amendatory Act of the 102nd General Assembly are exempt
4from the requirements of subsection (a) this Section.
5Collective bargaining agreements that are in effect on the
6effective date of this amendatory Act of the 102nd General
7Assembly are exempt from the requirements of subsection (a-5).

10    Sec. 160. Free parking for adjunct professors and
11part-time or non-tenure track faculty members. The Board of
12Trustees shall provide an adjunct professor or part-time or
13non-tenure track faculty member hired to teach a class on
14campus during an academic term with free campus parking or
15full reimbursement for the cost of campus parking for that
16academic term.
 
17    Section 10. The Southern Illinois University Management
18Act is amended by renumbering and changing Section 100, as
19added by Public Act 102-260, and by adding Section 135 as
20follows:

22    Sec. 115 100. Adjunct professor or part-time or non-tenure
23track faculty member; status of class.

5    Section 15. The Chicago State University Law is amended by
6renumbering and changing Section 5-210, as added by Public Act
7102-260, and by adding Section 5-245 as follows:
 
8    (110 ILCS 660/5-225)
9    Sec. 5-225 5-210. Adjunct professor or part-time or
10non-tenure track faculty member; status of class.
11    (a) At least 30 days before the beginning of a term and
12again at 14 days before the beginning of the term, the Board
13must notify an adjunct professor about the status of
14enrollment of the class the adjunct professor was hired to
15teach.
16    (a-5) At least 30 days before the beginning of a term and
17again at 14 days before the beginning of the term, the Board
18must notify a part-time or non-tenure track faculty member
19about the status of enrollment of the class the faculty member

22    (a) At least 30 days before the beginning of a term and

5Act 102-260, and by adding Section 15-245 as follows:

7    Sec. 15-225 15-210. Adjunct professor or part-time or
8non-tenure track faculty member; status of class.
9    (a) At least 30 days before the beginning of a term and
10again at 14 days before the beginning of the term, the Board
11must notify an adjunct professor about the status of
12enrollment of the class the adjunct professor was hired to
13teach.
14    (a-5) At least 30 days before the beginning of a term and
15again at 14 days before the beginning of the term, the Board
16must notify a part-time or non-tenure track faculty member
17about the status of enrollment of the class the faculty member
18was hired to teach.

14    Section 30. The Illinois State University Law is amended
15by renumbering and changing Section 20-215, as added by Public
16Act 102-260, and by adding Section 20-250 as follows:

19non-tenure track faculty member; status of class.
20    (a) At least 30 days before the beginning of a term and
21again at 14 days before the beginning of the term, the Board
22must notify an adjunct professor about the status of

2amended by renumbering and changing Section 25-210, as added
3by Public Act 102-260, and by adding Section 25-245 as
4follows:

12    Section 50. The Public Community College Act is amended by
13renumbering and changing Section 3-29.14, as added by Public
14Act 102-260, and by adding Section 3-29.20 as follows:

16    Sec. 3-29.16 3-29.14. Adjunct professor or part-time or
17non-tenure track faculty member; status of class.
18    (a) At least 30 days before the beginning of a semester or
19term and again at 14 days before the beginning of the semester
20or term, a community college must notify an adjunct professor
21about the status of class enrollment of the class the adjunct
22professor was assigned to teach.
23    (a-5) At least 30 days before the beginning of a term and

2college must notify a part-time or non-tenure track faculty
3member about the status of enrollment of the class the faculty
